The Project consists of Stormwater collection and discharge improvements in SW 48th Street, SW 55th Avenue, SW 54th Terrace, and a portion of the vacant right-of-way between 55th Avenue and 54th Terrace. The Project area is bounded by Griffin Road on the north, SW 49th Street on the south, SW 52nd Avenue on the east, and Wilson Road on the west, in Section 26, Township 50 South, Range 41 East. The Project consists of the demolition and removal of existing drainage pipelines, manholes and catch basins, as well as the construction of new underground HDPE drainage pipelines, in various diameters, and concrete catch basins and manholes. It also includes the relocation of watermains, and construction of a control structure and HDPE pipe, and RIP-RAP top of bank on the Sunny Lake east berm. Stormwater discharges to the east into the S-4 Canal and construction of a RIP-RAP headwall and installation of a 48-inch flap gate are required. Stormwater discharges to the east into the S-2 Canal and construction of pipe extension and RIP-RAP headwall, and installation of a 36-inch flap gate are required. The Project also requires that road elevations be raised in limited areas, and asphalt, swales and grass restoration in general, and relocation of watermain segments. Permitting processes have been initiated or completed with the Town of Davie Engineering and Utilities Divisions, CBWMD, SFWMD, and Broward County Traffic Division and Resilient Environment Department Environmental Permitting Division. This Project will be partially funded by an EPA Grant, therefore it has special requirements that are described in this Invitation to Bid.
Communities to the west and south of Sunny Lake experienced significant flooding due to the impact of Tropical Storm ETA in November 2020. Tropical Storm ETA caused higher and prolonged stages in the C-11 Canal that is the receiving water body of the S-4 Canal and S-2 Canal. At that time, the Town of Davie and consultant Craven Thompson and Associates (CTA) initiated studies of the flooding conditions and the interaction of the water bodies in the area, surveyed the area, and ran hydraulic modeling the existing conditions and several proposed condition scenarios. Among the immediate limited solutions, CBWCD has installed flap gates on the existing pipes discharging into the S-4 Canal.
In year 2022 and after completing the studies and evaluations, the Town presented to the community final recommendations for improvements, and opinion of probable cost for construction at that time. Subsequently, the Town retained the services of CTA to move forward with Project design, permitting and construction administration.
The estimated budget for this project is approximately $4,767,641.85.

In order to be eligible to respond to this solicitation, bidders are required to attend the pre-bid conference and site visit. The sign in sheet will be available up until the commencement of the pre-bid conference. Bidders are required to sign in PRIOR to the start of the conference. No one will be permitted to sign in after the meeting starts. Failure to do so will deem the bidder absent to the pre-bid conference and ineligible to respond to this solicitation.
