This is an amendment to a previously synopsized requirement for the National Park Service, The National Park Service, Oregon Caves National Monument and Preserve, for tree thinning and piling services

The purpose of this Amendment no. 03 is to change the date of the previously organized site visit, add a required clause not previously included, and provide recent questions and answers.

CHANGE TO ORGANIZED SITE VISIT. The organized site visit date is changed from May 8th to May 11th. The site visit will occur on Monday, May 11, 2026 at 11am PDT. Leading the site walk will be Scott Wickham, project manager/Contracting Officer's Representative (COR). Interested parties shall meet at the Oregon Caves Visitor Center main parking lot/picnic area. Latitude and Longitude are: 42 degrees 6.043'N, 123 degree 24.792' W. A park map can be accessed at this website: https://www.nps.gov/orca/planyourvisit/maps.htm. Interested parties shall RSVP to Phaedra_Fuller@ios.doi.gov and cc: Scott_Wickham@nps.gov.

QUESTIONS AND ANSWERS:

QUESTION 1: Can a chipper be used to chip the debris? If so, then please clarify if the wood
chipped debris needs hauled outside the park for off-loading. If a chipper can be used,
assumption is the Park prefers to have the placement be on the asphalt so it won't disturb
anything on the forest area, please confirm. ANSWER 1: A chipper is allowed only if it stays on
the roads and the chips are deposited off site. Oregon Caves does not want to retain any of the
chips and contractor shall be responsible for all costs to haul and dispose off-site.

QUESTION 2: As far as the maps are we addressing everything inside the blue markers?
ANSWER 2: Those trees were originally marked for another project that will come later but a
majority of those marked around Headquarters will need cut I this project. Anything under 8¿
will get cut. After marking 2400 trees, we realized that we needed to add cutting and piling to
the thinning, and that's how the Headquarters area got involved with the other cut and pile
projects this year. The orange paint means nothing at this point.

QUESTION 3: Could you please clarify whether every individual performing tree work (e.g.,
felling, climbing, and rigging) under this contract needs to have current ISA certification, or if it
is acceptable for one person in the company to hold the certification while others are supervised
by them? ANSWER 3: Preference is for someone in the company to have the ISA certification. It
does not need to be the crew supervisor.

RESPONSE DATE EXTENDED. The response date is not changed. Quotes are still due by 3pm PDT on 5/21/26.

REVISED ATTACHMENT 1. Solicitation Attachment 1, Terms Clauses and Provisions, had to be changed to update Section II Solicitation Clauses, to add 52.222-90 "Addressing DEI Discrimination by Federal Contractors" incorporated by reference, and to update Section IV, C Site Visit Info to change the organized site visit date from May 8, 2026 to May 11, 2026. Quoters shall replace Attachment 1 Revision 2 dated 4/21/26 with Attachment 1 Revision 3 dated 4/28/26.

ACKNOWLEDGEMENT OF AMENDMENTS: For each Amendment, fill in boxes 15a through 15c on the Standard Form 30 (SF-30) amendment forms and submit with quote. Acknowledging amendments is important because it confirms the Quoter's understanding of the complete solicitation package, as originally posted and as amended.

Quoters should refer to the complete solicitation package which includes the SF-18 Request for Quotations form, Attachment 1, Revised Terms Clauses Provisions (Revision 3 dated 4/28/26 includes complete details of the solicitation such as instructions on what to include in quote, evaluation factors, etc.), Attachment 2 DOL Service Wage Rate 1977-0079 for Josephine County, Attachment 3 Statement of Work, Attachment 4 Forms and Provisions to Return with Quote, Attachment 5 Optional Past Performance Questionnaire, and Attachments 6-9 Geo Maps.
