The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Division, in support of the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC), GSTAFF Division, intends to award a Firm Fixed Price contract on a sole source basis to Formerra LLC located at 1250 WINDHAM PKWY, ROMEOVILLE, IL 60446 USA under the authority as prescribed in FAR 13.106(b)(1). The Natick Soldier Combat Capabilities Developmental Command - Soldier Center (DEVCOM-SC) under the direction of its customer, the Bureau of Engraving & Printing (BEP), requires highly specialized polymer to be used in the formulation of its government furnished materials by the DMSB. DuPont is the only manufacturer of this material, and Formerra is the only licenced distributor of this material for DuPont in North America. DMSB’s customer prohibits changing the materials used in production of GFM and therefore a different grade or type of polymer would be unsuitable.
The North American Industry Classification System (NAICS) for this requirement is 424610 and the size standard is 150 employees.

Any interested party must show clear and compelling evidence that competition is in the best interest of the government. Any questions regarding this notice must be in writing; no telephonic replies will be accepted. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer. The U.S. government will not pay for any information or administrative cost incurred in response to the Notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
