Description:

The Department of Environmental Conservation (hereinafter referred to as the Department) is releasing this Request for Proposals (RFP) to solicit proposals for the acquisition, installation, and maintenance of an automated licensing system to support recreational hunting, trapping, and fishing license issuance and other related catalogue sales items. Also included are various related support services, fulfillment services, a License Call Center and Help Desk, and outreach and marketing efforts related to retention and recruitment of recreational license holders.

The primary objective of this solicitation is to acquire a Contractor to implement a Commercial Off the Shelf (COTS) solution for a new automated licensing system with a Go-Live date of no later than June 1, 2026. It is the Department's intent that this solution will provide a full-functionality licensing system to all License Issuing Agents, the public, and Department stakeholders that is cost effective to operate and maintain. It is also the Department's intent that any transition to a new System be as transparent and seamless as possible to the public, License Issuing Agents, and the Department. Upon implementation, business, and technical Service Level Agreements will be in effect.

Pursuant to the State Finance Law Sections 139-j and 139-k, this RFP
includes and imposes certain restrictions on communications between a
Governmental Entity and a Potential Proposer during the procurement
process. Further information about these requirements, including a copy of

Bidders shall adhere to the NYS Department of Environmental Conservation guidelines regarding permissible contacts during a procurement and the prohibition of inapproriate lobbying influence.
