Description

The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the United States Air Force (USAF) 59th Medical Wing, Science and Technology Office (59MDW/ST) is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.



The Government intends to negotiate on a sole source basis in accordance with FAR 6.302-1(a)(2)(i)(A), “demonstrates a unique and innovative concept, or, demonstrates a unique capability of the source to provide the particular research services proposed,” a contract with Wake Forest University Health Sciences (WFUHS) for a research and development requirement. WFUHS submitted an unsolicited research and development proposal to the USAF 59MDW/ST. This research study is titled ‘‘Assessment of African Green Monkeys as a Large Animal Model for Hantavirus Infections.”



The aim of this study is to establish the African Green Monkey (AGM) as a viable animal model for studying orthohantavirus infection to allow for a thorough understanding of the disease pathogenesis as well as serving as a model to assess potential therapeutics.



This contract will be issued on a sole source basis as the Government’s market research indicates that WFUHS is the only source available for performing this unique requirement, as presented within their unsolicited research proposal. The North American Industry Classification System (NAICS) code for this requirement is 541715 (Research and Development in the Physical, Engineering and Life Science (except Nanotechnology and Biotechnology) with a Size Standard of 1,000 employees).



This announcement fulfills the synopsis requirements under FAR 5.102(a) (3) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. Any sources that believe they are eligible and capable of providing these services must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the contract will be awarded without further remark.
