Description

SOURCES SOUGHT– Virtualized Combat Support Training Resource (V-CSTR)



Purpose and background: This Sources Sought/Notice of Inten is issued in accordance with DFARS PGI 206.303-2 to identify potential sources capable of supporting the acquisition of Virtualized Combat Support Training Resource (V-CSTR) and provide all the tools, labor, materials, and equipment to Scale a standalone yet integratable training platform developed in the previous contract FA800324P0005. V-CSTR addresses resource constraints, training gaps, and readiness shortfalls across the AFFORGEN cycle by providing immersive simulations for Command and Control (C2), Base Defense, Rapid Airfield Damage Repair (RADR), and Post-Attack Recovery. The contractor will also collaborate with Air Force stakeholders to develop core training tasks for accreditation, expand complex training scenarios and update vCSTR base systems to implement incremental configuration changes located on Lackland AFB, TX.



Request Capabilities: The Government seeks to identify contractors with demonstrated experience in Combat support training in a Virtual Reality environment. Interested parties are encouraged to possess relevant DoD/Air Force contract experience, appropriate security clearances, and the technical capacity to support enterprise-level facility control system implementations across multiple installations. Although not required to respond.



Submission Requirements: Interested contractors should submit capability statements (maximum 5 pages) that include company information with CAGE code and socioeconomic status, relevant past performance examples from the last 5 years, technical approach for Scaling the Virtualized Combat Support Training Resource (V-CSTR), rough order of magnitude cost estimates, and key personnel qualifications. Responses should demonstrate experience with similar scope projects and include customer references for comparable implementations.

NOTICE OF INTENT– Virtualized Combat Support Training Resource (V-CSTR)



The government intends to award the continued development of the Virtualized Combat Support Training Resource (V-CSTR) to Street Smarts VR. This requirement is a follow-on effort that scales the Virtualized Combat Support Training Resource (V-CSTR) modules developed under contract FA80324P0005. Contract FA800324P0005 was an award resulting from proposal acceptance during a Commercial Solutions Opening. This contract built and enhanced V-CSTR into a set of functioning modules, providing a validated training alternative to address the limitations of traditional methods under AFFORGEN.



Market research, encompassing a comprehensive review of vendor capabilities via online databases, and government contracting websites such as SAM.gov, has revealed a critical gap in the market. While numerous vendors offer general Virtual Reality training services, none possess the specific, in-depth knowledge and experience with the V-CSTR system required for seamless and secure integration at Lackland AFB, TX. Specifically, no other vendor has demonstrated prior experience developing or integrating with the V-CSTR system, a comprehensive understanding of its unique training protocols, or the ability to guarantee full interoperability with the existing V-CSTR infrastructure.



This follow on contract seeks to build upon this work to achieve full Air Force accreditation, enabling wider adoption and integration of V-CSTR into existing training programs. Accreditation is critical because it will allow for the formal replacement or augmentation of less effective training methodologies, leading to agile deployed readiness and reduced training costs. The contract will further develop V-CSTR modules, validated by Air Force subject matter experts for their effectiveness and operational utility. These modules provide an alternative training method to address current operational demands under the AFFORGEN model, where traditional methods, including live ranges and computer-based training (CBT), fail to adequately prepare personnel for deployment. Street Smarts VR. is now uniquely positioned to continue this originally intended implementation, leveraging its existing expertise, now that suitable conditions exist following the completion of relevant construction. Utilizing Street Smarts VR. for this critical integration ensures seamless compatibility and minimal risk of unforeseen issues, maintaining system stability, security, and interoperability by adhering to training principles for deployed readiness.
