Hotel BPA PreSolicitation Notice

The Regional Contracting Office – Wiesbaden (RCO-W) intends to solicit and competitively award a multiple award Blanket Purchase Agreement (BPA) for non-personal services to provide temporary long-term hotel lodging accommodations for personnel and/or conference room space. The hotels must be located within a 10-kilometer (KM) radius of Clay Kaserne to be considered for this BPA.

Scope: The BPA is to provide single or double occupancy hotel or motel standard rooms, VIP rooms, conference spaces and parking if and when called for by the contracting officer or designated representative.

The length of the BPA will be for 5 years with up to 500 hotel rooms spread across multiple BPAs, based on hotel availability. The dates for the lodging and conference rooms will be specified at call order level.

*NOTE*: Interested hotels that do not have an active SAM registration at time of the BPA award can be onboarded onto the BPA after award.

Interested parties should reach out to the main point of contact associated with this notice providing answers to the below questions:

1. Does your hotel have an active SAM registration? If not, please let us know if your hotel would like assistance with registration.

2. What is your response lead time to every RFQ/call posted by the Government?

3. Is your hotel located within the required 10km radius around Clay Kaserne?

4. If your hotel is outside of the 10KM radius to Clay Kaserne and you are interested in becoming a BPA holder, what is the typical commute time from your hotel to Clay Kaserne Monday to Friday during normal commuting times (to and from Clay Kaserne).

5. What is the maximum capacity of your hotel (rooms-beds)?

6. Does your hotel have a maximum length of stay before a lease is required?

9. Does your hotel serve breakfast? If so, during what times?

10. The Government desires to standardize cancellation terms on the BPA (Awarded BPA Call for X number of hotel rooms per night and needs to revise down). What are your standard terms for multiple rooms and/or large quantities of rooms?
