Project Title: Replace Water Service Lines
Project Location: Various Locations at Goodfellow Air Force Base, San Angelo Texas
The Contractor shall provide new domestic water service lines at buildings/locations. The contractor shall include all necessary plumbing piping, fittings, and connections. Service lines are those water lines that connect facilities from the water mains to each facility on the base. The connection from water main to the building will be connected outside the building closest to the point of building entry. The new water service lines to be replaced shall consist of the latest technology materials available to include any lead-free valves. The Contractor shall also perform a hydro-excavation (pot-hole) of existing waterlines identified IAW Statement of Work.
Base Access Letters (BALs) are due Tuesday, 22 April 2025 at 4:00 PM (CST).
Site Visit to be held on Thursday, 24 April 2025 at 9:00 AM (CST).
Questions are due by Monday, 28 April 2025 at 4:00 PM (CST).
The magnitude of this requirement is between $100,000 and $250,000.
The NAICS code of this requirement is 237110 and size standard is $45M.
Offers are solicited only from those offerors who are neither debarred or suspended, nor proposed for debarment or suspension.
Verbal explanations given before award WILL NOT BE BINDING. Any charges will be made in writing via amendment
Contaminated water lines at a base necessitate a project to replace them with new, lead-free lines meeting current industry standards. This is crucial for the health and safety of base personnel and residents. The project will connect buildings to the water main using commercially available materials and streamlined acquisition processes. Long lead times for some components may affect the project timeline, and contract terms will be scrutinized for fairness and commercial comparability.
DISCUSSIONS: The Government intends to make award without discussions. However, the Government reserves the right to hold discussions if it is in the Government's best interest to do so.
REGISTRATIONS: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for a Government contract award. If, at the time of award, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. It is the Contractor's responsibility to monitor the SAM.gov website for information, updates, and amendments regarding the solicitation.
Notice to Contractor(s): Funds are available for this procurement. Additionally, the Government reserves the right to cancel the solicitation before or after the specified closing date. The Government has no obligation to reimburse an offeror for any costs.
