The USACE, New Orleans District, has a requirement for Flood Control, Amite River and Tributaries, Comite River Diversion Project Brooks Lake Closure Structure and Guide Levee, East Baton Rouge, Parish, Louisiana This procurement is set aside for 100% Historically Underutilized Business Zone (HUBZone) small businesses only. The applicable North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction).
The work consists of constructing a guide levee, access ramp, a closure structure, which includes a 54” pipe, headwall, and flap gate, turf establishment, and improving an existing access road off West Irene Road tying into a proposed access road running south to the project site. The estimated time of completion is 455 calendar days, after receipt of notice to proceed. Prospective Bidders are encouraged to schedule a site visit prior to receipt of bids. Solicitation W912P825B0050 will be issued as a Invitation For Bid (IFB) resulting in the award of a single firm fixed price (FFP) contract. Bids are due on 18 September 2025 at 10:00am CST. The Rough Order of Magnitude (ROM) of construction is between $5,000,000.00 and $10,000,000.00.
All potential and interested vendors must be actively registered in SAM under NAICS code 237990. The solicitation documents for this procurement will be posted on www.sam.gov. You will need the adobe acrobat reader for .pdf files (www.adobe.com) to open most files posted by the New Orleans District. You are encouraged, for marketing purposes, to register as an Interested Vendor in www.sam.gov. This can be done by clicking on the solicitation title and clicking on the button that says, “Register as an Interested Vendor” and entering your business information. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any updates to the solicitation. The wages and benefits of service employees (see FAR subpart 22.10) performing work under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Labor Standards, as determined relative to the employee's office location (not the location of work). A firm must have a Unique Entity Identifier (UEI) and be registered in the System for Award Management (SAM) prior to submission of qualifications and bids. Firms must have an active registration to be eligible for contract award and must maintain an active registration throughout contract performance. Bid Opening: The Bid Opening is currently scheduled for Thursday, 18 September 2025 at 2:00 pm CST/local time. The Contracting Officer and Contract Specialist will begin downloading bids at 10:00 AM local time, which is the bid submission receipt cutoff time. All bids received after 10:00 AM local time on Thursday, 18 September 2025, will be considered late.
