Texas WaterDevelopment Board is soliciting the following items under an invitation forbid solicitation.

NIGP Code(s): 961-75 – Translation Services,All Languages

Qualifications

· Musthave demonstrated skills in translating technical written material from Englishlanguage to Spanish language. Musthave demonstrated skills in utilizing InDesign, Illustrator, and Acrobat forfinal translated document production. Mustbe knowledgeable in accessibility requirements and document remediation inaccordance with 508 Compliance requirements. Mustbe skilled in quality assurance best practices. Musthave at least 5 years’ experience with translating large technical documents.

Scopeof Work

Translationservices (from English to Spanish language) with document layout and designmatching the original documents, including meeting accessibility requirementsfor the translated deliverables as defined in the scope, are requested for thefollowing documents:

Translationwith Quality Assurance

Therequested service includes translation followed by editing and proofreadingperformed by qualified linguists. The vendor must ensure accurate, consistentand appropriate output in the final deliverables. Vendors must describe theirquality assurance processes that will ensure accuracy, accessibility, andformatting of the final document will be accomplished (i.e. through initialtranslation, subsequent proofreading and editing, and how the final deliverablewill meet specified layout requirements by TWDB. Translated materials must beprint- and user-ready.

Documentlayout and design requirements

· StateWater Plan and State Flood Plan using the provided InDesign and Illustratorfiles and returned in the original layout and fonts. AgencyProgram Information sheets using the provided InDesign files and returned inthe same layout and fonts. Miscellaneouseducational materials produced by business area – comparable word documentformat that can be pdf’d as a final deliverable that meets accessibilityrequirements. ProgramArea FAQs – accurate translation in a Word document for agency placement on webpage at a later date.

DeliverableTimeline

Vendormust be able to produce final deliverable within 90 business days of receipt ofmaterial to be translated. All deliverables must be completed before8/31/2025, no exceptions.

1. State Water Plan documents and Water SupplyPlanning educational materials are currently available to translation services.

2. State Flood Plan document and Flood Planningeducation materials will not be available until January 2025.

AccessibilityRequirements

Theelectronic copies of the final deliverable(s) must comply with the requirementsand standards specified in 1 Texas Administrative Code (TAC) Chapters 206 and213 (related to Accessibility and Usability of State Web Sites). Web ContentAccessibility Guidelines (WCAG) 2.1 Level AA Standard – WCAG 2.1 QuickReference can be found at: https://www.w3.org/WAI/WCAG21/quickref/ . Complying with thisclause will require demonstrated proof of compliance utilizing TWDB'schecklists. For the deliverable in .PDF format, use the checklist andverification form found at
