Comprehensive Evaluation of Police Resources and Operational Efficiency
PURPOSE

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified individuals or organizations to conduct a comprehensive evaluation of the Roseville Police Department’s resource allocation and operational efficiency. This study will evaluate the department's current staffing levels, distribution, and deployment practices to ensure personnel and practices are aligned effectively with operational demands and performance, and community needs.

SCOPE OF WORK

We are looking for your help to:

  • Review for context and to ensure proposal aligns with:
    1. Current Police Department Strategic Plan Priorities, Mission, and Core Values
    2. City Council Strategic Priorities
    3. Current City Organizational Values
  • Analyze current and historical staffing, personnel resource allocation, and scheduling and deployment models, sworn and civilian
  • Provide recommendations to help the department meet community needs, department expectations, and legal standards
  • Engage internal and external stakeholders to understand the City’s unique, diverse needs and expectations
  • Recommend best practices that increase operational and community engagement standards, employee wellness and retention, recruitment, leadership, patrol response, criminal investigation, training, and staff professional development
  • Examine the distribution of workload among officers and support staff and evaluate current staffing levels within RPD.
  • Provide recommendations that will help reduce civil liability and deliver programming that prevents crime, increases community safety, and builds trust
  • Evaluate specialties and programs
  • Align with community expectations, best practices, and current and future needs

Your quote should list the service price for each item or submit a bulk quote for all services requested. Please provide a description of the services included in the quote.

DELIVERABLES
  • Final Report: Provide a detailed and comprehensive report including analysis, findings, and recommendations to enhance efficiency and effectiveness.
  • Presentation: Deliver a formal presentation of the final report to City Leadership, RPD leadership and relevant stakeholders.
RESPONDENT REQUIREMENTS AND EXPERTISE

Policing has experienced historic challenges, changes, and expectations. Proposers must understand policing in Minnesota and have experience working as a police chief or high-level police leader. In addition, experience working with diverse communities and a reputation of proving trusted services is required. Must take a collaborative approach with our team.

SUBMISSION REQUIREMENTS

Proposals should include:

  • Vendor Information: Company profile, including contact details and primary contact person.
  • Experience and Expertise: Description of relevant experience and qualifications.
  • Approach and Methodology: Outline of the proposed approach and methodology for conducting the study.
  • Timeline: Estimated timeline for completion of the study.
  • Cost: Detailed cost proposal, including any travel and incidental expenses.
EVALUATION CRITERIA

Each proposal will be evaluated on the following general factors; clarity of the proposal, the firm’s organization and structure, experience in projects similar to that described, proven customer service; past successful experience working with similar police departments; and the firm’s knowledge and awareness concerning this project type. Proposals should also reflect a commitment to diversity, equity and inclusion, both in the firm’s internal practices and in their approach to public safety and community engagement.
