Description of the Requirement:

The Drug Enforcement Administration (DEA), Office of Acquisition (FA) intends to award a sole source firm-fixed-price Purchase Order (PO) to CELLEBRITE INC., located at 8065 Leesburg Pike STE T1-302, Vienna, Virginia 22182-2738, United States. Unique Entity ID: MBBKMVW4UQN7.

The DEA Buenos Aires Country Office Vetted Unit (VU) utilizes Cellebrite mobile forensics equipment and software to support investigative activities. Proper utilization of the equipment and software requires members to be trained on Cellebrite equipment and digital forensics theory. Furthermore, the Certified Cellebrite Operator and Certified Cellebrite Physical Analysis certifications are valuable resources in judicial proceedings in Argentina. Cellebrite Certification Course for 11 VU members is estimated to cost $46,075.00.

Justification:

This acquisition will be conducted through FAR Part 13, Simplified Acquisition Procedures. The justification for sole source will be posted after the award in accordance with FAR 5.102(a)(6). The DEA has determined that CELLEBRITE INC. is the only source capable of providing the required training and certification due to the proprietary nature of the Cellebrite equipment and software, which necessitates specialized training directly from the manufacturer.

Response Instructions:

This notice of intent is not a request for competitive quotations. However, the government encourages all interested parties who believe they can meet the requirements to submit a written response describing their ability to provide the product/services listed above. Responses should be sent to Ana Villanueva at Ana.M.Villanueva@dea.gov by May 16, 2025, 10 AM EST and reference number D-25-SO-0003.

Responses must include sufficient detail to demonstrate the capability to meet the DEA's requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
