This procurement is conducted under the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.



In accordance with FAR 6.305(a), FEMA is posting this Justification and Approval (J&A) for a sole source, firm-fixed-price purchase order to AVL Technologies for OEM-certified repairs to the AVL Satellite Antenna system on MCOV-Unit 111. AVL Technologies is the of the sole authorized source for these repairs and proprietary parts due to the antenna’s proprietary design.



This procurement is essential to maintain operational readiness of FEMA’s MCOV-111, a critical asset supporting disaster operations and supports FEMA’s response under Disaster Declaration DR-4787 for severe flooding and straight-line winds in West Virginia.



Due to the time sensitive nature of the requirement and its impact on disaster response operations, FAR 6.302-2 - Unusual and Compelling Urgency also applies as a secondary justification.
