The City of Phoenix, Public Works Department invites sealed offers for roofing analysis and consulting services for a five-years commencing on or about January 1, 2027, in accordance with the specifications and provisions contained herein or the “Effective Date” which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s department, as required by the Phoenix City Code, whichever is later.

Notwithstanding the foregoing, this Agreement will terminate upon the earliest occurrence: by reaching the end of the term including any extensions exercised, or termination pursuant to the provisions of this Agreement.
The City of Phoenix, Public Works Departmentis seeking qualified Roofing Consultant Services to support the ongoing maintenance, assessment, and preservation of City facilities. Many of the City’s buildings range widely in age, construction type, and roofing systems, creating a diverse set of evaluation needs across the portfolio. Ensuring that each roof is accurately assessed is essential for planning repairs, prioritizing capital improvements, reducing long‑term maintenance costs, and protecting critical public assets.
In recent years, the City has experienced increased facility usage, weather‑related wear, and the natural aging of roof systems, all of which heighten the need for professional, objective evaluations. One of the primary challenges is maintaining consistency and accuracy in condition assessments across multiple sites and roof types. By securing expert roofing evaluators, the City aims to establish a reliable foundation for data‑driven decision‑making. Contractors who bring deep technical knowledge, clear reporting practices, and the ability to communicate actionable recommendations will significantly enhance the City’s ability to plan and execute responsible facility stewardship. Exceptional performance in this contract will help the City extend the lifespan of its buildings, improve safety, and optimize the use of public funds.
