Procurement Strategy: This acquisition is to establish a fixed-price, single-award, open-market Blanket Purchase Agreement BPA for insulating floor matting and ribbed floor matting products. The BPA will be established in accordance with commercial acquisition procedures under FAR Part 12.201-1(e)(3) (GSA Class deviation RFO-2025-12). The total estimated value of the BPA is $4.5 Million and will expire five years from the effective date.

Any quantities, or historical demand information provided by the Government are estimates only. They are provided for evaluation and planning purposes and do not constitute a guarantee of order. Refer to the Contractor Response Document Spreadsheet (CRDS) for estimated quantities.

This BPA does not commit to the government to pay any cost for the preparation and submission of a proposal. Furthermore, the government is under no obligation to procure any supplies or services related to this request. You are reminded that the contracting officer (CO) is the only person who can legally commit the government to the expenditure of funds in connection with this requirement.

Delivery: Shall be FOB Destination. FOB Destination is defined in FAR Part 2 and in FAR 47.303-6 (GSA Class Deviation RFO-2025-47). Awardees shall deliver in the quoted time frame for each NSN.

Set-Asides: This procurement is set-aside for small business, IAW FAR 19.104-1 (GSA Class Deviation RFO-2025-19). NAICS: Insulated and Ribbed Floor Matting, North American Industry Classification System (NAICS): 326299, All Other Rubber Product Manufacturing; 650 employees.

Description of Supplies: The insulated and ribbed floor mats quoted must be compliant with the Item Purchase Descriptions (IPDs) found in Attachment 1 (Attachment 1 provides NSN, form, fit, and functional descriptions). Ten of the eleven NSNs for this solicitation are all classified as Brand Name or Equal (one has a generic description, allowing for any manufacturer’s product meeting the fit, form, and function of the salient characteristics). For the Brand Name or Equal NSNs, there is an Original Equipment Manufacturer (OEM) and Part Number identified in the IPDs along with verbiage allowing for “or equal” submissions.

Additionally, each NSN requires compliance with either “MIL-DTL-15562 Revision G, Notice 1” or “Commercial Item Description (CID) 7FXEDM5”.

MIL-DTL-15562 Revision G, notice 1 (CLINs 1-9) (Attachment 2): Validates that the U.S. Department of Defense specification for electrically insulating switchboard matting remains active and approved for procurement. It defines safety standards for protecting personnel from up to 3,000 Volts AC using Type I (smooth), Type II (solid), and Type III (diamond-embossed) mating materials. These CLINs require First Article Testing (FAT). The manufacturer must provide First Article Test report(s) with submission of quotes. GSA Engineering will review and sign off on the First Article Test report(s) in order to be considered for award.

Commercial Item Description (CID) 7FXEDM5 (CLINs 10-11) (Attachment 3): Defines procurement specifications for standard, ribbed, commercial-grade vinyl or rubber floor matting and runners intended for high-traffic, durable safety applications in industrial, marine, and medical environments.

At a minimum, contractors must be able to supply nine of the eleven NSNs to be considered for the award.

Evaluation Factors: Evaluation Factors can be found in Section M of the RFQ. Award date will be made immediately following evaluations. All required documents must be submitted with the quote by the close date and time listed in this SAM.gov listing.

Buy American Act: As described in FAR Subpart 25.101 (GSA Class Deviation RFO-2025-25), the Buy American Statute will apply to all CLINs within this requirement.

Non-Manufacturer Rule: The non-manufacturer rule is applicable to this procurement per FAR 19.104-1(f) (GSA Class Deviation RFO-2025-19), as this acquisition will be set-aside. Meaning, any concern, including a supplier, that is awarded a contract or order, but proposes to furnish an end item that it did not itself manufacture, process, or produce (i.e., a “nonmanufacturer”), is required to provide an end item that a small business has manufactured, processed, or produced in the United States or its outlying areas.

Awardee: The awarded contractor agrees to the terms and conditions that will result in a BPA with GSA’s Office of Contracting Operations, Long-Term Contracting Solutions Division.
