Description

The Department of the Air Force (DAF) has a requirement to procure a commercial online training subscription service for its Family Advocacy Program (FAP) clinicians. The contractor shall provide and manage access to a self-paced, evidence-based or evidence-informed Couples Communication Training program designed to enhance the clinical skills of FAP personnel (e.g., Licensed Clinical Social Workers, Licensed Marriage & Family Therapists, and Psychologists).





The primary objective of this training is to equip DAF clinicians with best practices and empirically supported techniques for relationship counseling, with a specific focus on addressing the unique stressors faced by military couples, such as frequent relocations, deployments, and long-term separations.





Key requirements of the service include, but are not limited to:




  • Evidence-Based Curriculum: Content must be grounded in current empirical research on healthy relationships and tailored for military couples.

  • Continuing Education Units (CEUs): The program must be accredited to provide CEUs for LCSWs, LMFTs, and Psychologists. The contractor shall be responsible for issuing certificates and, when directed, submitting earned credits to the appropriate professional bodies.

  • Individualized, On-Demand Access: Each registered participant shall receive secure, uninterrupted access to the full training program and all associated materials for one (1) year from their individual registration date.

  • Technical & Security Compliance: The platform must be Section 508 compliant for accessibility and hosted in an environment that is FedRAMP Moderate authorized or compliant with DoD Cloud Computing SRG Impact Level 2 (IL-2) or higher. All participant data shall be handled as Controlled Unclassified Information (CUI).

  • Technical and Content Support: The contractor shall provide a dedicated helpdesk with defined response and resolution times for all users.

  • Reporting and Analytics: The contractor shall deliver detailed monthly reports on participant enrollment, status, and completion (CDRL A001) as well as platform usage analytics, engagement statistics, and participant feedback (CDRL A002).
