Project Description: The Alameda County Transportation Commission (Alameda CTC) is seeking statements of qualifications (SOQs) from qualified contractors to provide Construction Manager/General Contractor (CM/GC) services for the Rail Safety Enhancement Program – Phase A (RSEP-A). The anticipated performance period is for an initial period of 36 months from August 25, 2025, to August 25, 2028, with the option to extend the term by amendment for additional years of service up to construction and closeout completion.
The contracts resulting from this procurement will be funded in part by Measure BB, Regional Measure 3 (RM3) and federal funds. Since the federal funds are derived from Federal Railroad Administration’s Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program rather than Federal Highway Administration funding, neither the pre-construction nor construction services portion of the CM/GC project will be subject to a Disadvantaged Business Enterprise Program or the Alameda CTC Local Business Contract Equity Program. However, Alameda CTC strongly encourages each proposer to consider the use of disadvantaged, local and/or small business enterprises in its SOQ.
Responses should be submitted in accordance with the requirements and instructions set forth in this Request for Qualifications (RFQ). The RFQ documents have been posted on Alameda CTC’s Procurement Portal. Prospective proposers are responsible for registering and submitting SOQs via the Procurement Portal.
