IMPORTANT NOTICE: This RFP process is not intended to create a formal, legally binding bidding process and shall not give rise to the legal rights or duties applied to a formal Contract A binding bidding process or any other legal obligations arising out of any tendering process contract or collateral contract, and instead shall be governed by the common law applicable to direct commercial negotiations. No legal obligation regarding the procurement of any good or service shall be created until the Village of Denare Beach and the selected respondent have entered a written contract for the Deliverables.

The Building Official DOES NOT have any obligation to submit a quote. Providing a quotation WILL NOT commit the Village of Denare Beach or the Building Official to any form of binding agreement. The Building Official may withdraw or amend its quotation at any time. For greater clarity, providing a quotation WILL NOT commit the Village of Denare Beach to obtaining all or any of the Deliverables from the Building Official or to otherwise deal exclusively with the Building Official in respect of all or any of the Deliverables.

DELIVERABLES

Procurement Interest

The Village of Denare Beach (DB) wishes to engage the services of a licensed Building Official or a corporation employing licensed building officials to provide Building Official services during the recovery phase of disaster assistance following the recent wildfire losses in DB. Building Official proposals shall be addressed to the Village of Denare Beach and are due no later that 2:00 pm Friday August 15, 2025 to the attention of Meredith Norman, Administrator at denarebeachadmin@sasktel.net.

Interested parties will provide a prospectus detailing their capacity, approach, and experience in the provision of building official services broadly and specifically in northern Saskatchewan. Submissions should be in PDF format only.

Background

DB suffered significant losses due to recent wildfires. Estimates include the total loss of more than 225 buildings (mostly houses) and significant damage to an additional 75 buildings of varying major occupancy classifications. The complete inventory is being compiled and will include some first nations houses. It is unknown if all buildings will be rebuilt. Individual owners will make their own decisions about rebuilding and the need for building permits. Damaged vehicles have been removed. Cleanup is being undertaken co
