Sewer and Drainage System Improvements - Contract VII INVITATION TO BID

City of Lawrence, MA (Owner) invites Bidders to submit sealed Bids for Sewer and Drainage System Improvements - Contract VII, which includes replacement and rehabilitation of the City’s existing sewer collection system, including lining of approximately 3,000 linear feet of sewer main and replacement of approximately 3,300 linear feet of sewer main; and all materials and equipment, construction, and services inherent to the Work.

The Work shall be substantially complete within 360 calendar days from the commencement of Contract Time, Post Substantial Completion Punchlist complete (all Work except Warranty Inspection and final paving) within 420 calendar days from the commencement of Contract Time and Warranty Inspection and final paving complete (ready for final payment) within 14 calendar days prior to expiration of the Warranty Period (351 days from Substantial Completion).

The Project being bid is subject to Massachusetts General Laws, Chapter 30, Section 39M.

This Project is to be funded in part with monies made available by the Clean Water State Revolving Fund (SRF) and is to be funded in part by the Massachusetts Clean Water Trust (the “Trust”), and compliance with the following is required: Environmental Protection Agency’s (EPA) Diesel Retrofit Program; EPA/Massachusetts Department of Environmental Protection (MassDEP) Division of Municipal Services (DMS) Disadvantaged Business Enterprise Program; the American Iron and Steel requirements of P.L. 113-76 (the Consolidated Appropriations Act of 2014); Davis-Bacon Act and wage requirements; and other MassDEP/DMS provisions and policies. NOTE: BABA implementation is not required for this Project as the Project is not receiving federal assistance based on EPA’s Build America, Buy America Implementation Procedures for EPA Office of Water Federal Financial Assistance Programs Memorandum issued November 3, 2022.
