Proposals must be made to Crafton Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw their Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
The Borough retains the right to award Contracts to the lowest responsive, PennDOT pre-qualified, and responsible Bidder based on consideration of quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical experience, a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough.
