Request for Proposals - Consultant Services for the Preparation of a Five-Year Consolidated Plan, FY28 Annual Action Plan

Hidalgo County Urban County Program is soliciting proposals from qualified consultants to provide professional consulting services for the preparation of a Five-Year Consolidated Plan, FY 2028 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice for Hidalgo County, the City of Edinburg, the City of McAllen, and the City of Mission.

The selected consultant will assist the participating jurisdictions in assessing community needs, housing and community development priorities, fair housing considerations, and available resources, and in preparing the required planning documents in accordance with applicable U.S. Department of Housing and Urban Development (HUD) requirements. Hidalgo County, in coordination with the participating jurisdictions, is responsible for developing comprehensive planning documents required for the administration of federal housing and community development programs. The Five-Year Consolidated Plan establishes long-term community development and housing priorities, while the Annual Action Plan identifies the activities and resources proposed to address those priorities. The Analysis of Impediments to Fair Housing Choice evaluates barriers to fair housing and identifies strategies to promote equal access to housing opportunities.

The County is seeking a qualified consultant with demonstrated experience in HUD-funded programs, consolidated planning, community needs assessments, fair housing analysis, public participation, and preparation of federally required planning documents. The selected consultant will work with Hidalgo County and the participating jurisdictions to develop the required documents through a coordinated planning and public engagement process.
