NOTICE IS HEREBY GIVEN that the Township of Grosse Ile , Grosse Ile , Michigan is

accepting a lump sum sealed bid for;

“REPLACEMENT OF SHINGLE ROOF ON (1) Pump House”

No pre-bid meeting will take place. Interested parties can visit the building (work location) located at 9331 Bridge Road, anytime between the date of this notice an the submittal of their bid.

Sealed bids will be received until 2:00 p.m. on December 18, 2024 at the Clerk’s Office, Grosse Ile Township Hall, 9601 Groh Rd. , Grosse Ile , Mi. 48138. An original and

one (1) copy of the bid, including all documents and needed statements, shall be placed in a

sealed envelope, and marked “REPLACEMENT OF SHINGLE ROOF ON (1)

PUMP HOUSE”. Bids will then be opened the same day and read aloud at 2:00 p.m. in the aforementioned Clerk’s Office..

Intent

The Township of Grosse Ile seeks a qualified contractor to perform shingle removal, shingle

disposal and new shingle installation on (1) Pump House located at 9331 Bridge Rd.. Contractors submitting proposals shall include (3) projects of similar nature previously completed with owner contacts along with their bid proposal.

Bid documents can be obtained from the administration office located at 9601 Groh Rd.

, MI. 48138 or online at www.grosseile.com , under “Bid Opportunities” tab. Questions are to be directed to the Grosse Ile Township DPS Department at 734-676-4422 x228. Grosse Ile Township reserves the right to accept or reject any or all bids and to waive any or all

irregularities in Proposals. Proposals shall remain firm for forty-five (45) days from date of Bid

Opening.

The Project Bid Documents consist of:

• Bid Invitation, Bid Document and the Bid Form

General Information and Requirements

1. Prospective firms warrant by virtue of submission of bids that all prices, terms and

conditions stated will be honored for a period of forty-five days after the opening of bids.

2. The selected firm may not discriminate against any employee employed in the

performance of services, or against any applicant for employment because of race, sex

religion, color, sexual orientation, handicap, national origin, age, gender, or marital status.

Evaluation of Bids

The sealed bids shall be evaluated on the basis of price, prior history of service and capability

from all bidders deemed qualified to perform the work. The Township shall evaluate and analyze

all, and select the bid that, in the Township’s sole and final judgment, represents the best fiscal and overall solution for the Township. The Township reserves the right to seek clarification from

prospective firms on any issue in the bid or take any other action it feels necessary to properly

evaluate the bids and construct a solution in the Township’s best interest.

Payment

The project will be paid as a lump sum upon completion of the project and approval of the

owner.

Scope of work, Specifications and Other Requirements

Scope of Work

1. Remove and dispose of existing shingles, drip edge and felt to expose the existing wood

roof surface.

2. Repair any rotted or otherwise dangerous roof boards. Alternate #1 has a location to list

the square foot cost for roof board replacement.

3. Cap and seal any abandoned roof penetrations.

4. Install a minimum of one row of ice and water shield on the eaves. The buildings are not

heated.

5. Install new shingle vent to approximately 5’of each end of the buildings peaks.

6. Provide complete clean up and removal of all job-related debris including nails.

7. Provide the manufacturer’s warranty to owner.

Permits and codes

All construction shall meet all federal, state and local codes and requirements. All permits shall

be included.

Waste disposal

1. General contractor shall supply his own dumpster and is responsible for proper disposal

of waste generated by the project. No scattered or wind-blown construction debris will

be allowed. Contractor shall supply proof of legal disposal of all removed shingle waste

prior to owner payment.

Fall protection

Contractor shall follow all state and local codes pertaining to fall protection. Contractor shall

have a tool box meeting at the site prior to start of project reviewing fall protection.

Insurance

The contractor, and any and all of their subcontractors, shall not commence work under this

contract until they have obtained the insurance required under this paragraph. All coverage shall

be with insurance companies licensed and admitted to do business in the State of Michigan. All

coverages shall be with insurance carriers acceptable to Grosse Ile Township.

1. Workers’ Compensation Insurance: The Contractor shall procure and maintain

during the life of this contract, Worker’s Compensation Insurance, including

Employer’s Liability Coverage, in accordance with all applicable statutes of the State

of Michigan.

2. Commercial General Liability Insurance: The Contractor shall procure and

maintain during the life of this contract, Commercial General Liability Insurance on

an “Occurrence Basis” with limits of liability not less than $1,000,000 per occurrence

and aggregate combined single limit of $2,000,000, Personal Injury, Bodily Injury,

and Property Damage. Coverage shall include the following extensions: (A)

Contractual Liability; (B) Products and Completed Operations; (C) Independent

Contractors Coverage; (D) Broad Form General Liability Extensions or equivalent;

(E) Deletion of all Explosion, Collapse, and Underground (XCU) Exclusions, if

applicable.

3. Motor Vehicle Liability: The Contractor shall procure and maintain during the life

of this contract Motor Vehicle Liability Insurance, including Michigan No-Fault

Coverage’s, with limits of liability not less than $1,000,000 per occurrence combined

single limit, Bodily Injury, and Property Damage. Coverage shall include all owned

vehicles, all non-owned vehicles, and all hired vehicles.

4. Additional Insured: Commercial General Liability and Motor Vehicle Liability

Insurance, as described above, shall include an endorsement stating that the following

shall be Additional Insured’s and worded as follows: Grosse Ile Township, all elected

and appointed officials, all employees and volunteers, all boards, commissions, and/or

authorities and board members, including employees and volunteers thereof.

5. Cancellation Notice: Workers’ Compensation Insurance, Commercial General

Liability Insurance, and Motor Vehicle Liability Insurance, as described above, shall

include an endorsement stating the following: “It is understood and agreed that Thirty

(30) days Advance Written Notice of Cancellation, Non-Renewal, Reduction, and/or

Material Change shall be sent to: Grosse Ile Township Clerks Office - 9601 Groh Rd. Grosse Ile MI 48138.

6. Proof of Insurance Coverage: The Contractor shall provide Grosse Ile Township at

the time that the contracts are returned by him/her for execution, Certificates of

Insurance as well as the required endorsements. Copies of all policies mentioned

above shall be furnished, if so requested.

7. Expiration of Coverage: If any of the above coverages expires during the term of

this contract, the Contractor shall deliver renewal certificates and/or policies to the

Township at least ten (10) days prior to the expiration date.

SPECIFICATION SECTION- SHINGLES

GENERAL

SUMMARY

Remove and properly dispose of existing shingles and provide new shingles and accessories

for roofing applications.

SUBMITTALS

Product Data: Submit manufacturer's product data indicating material characteristics, and

installation instructions for each material and product used.

Samples: Not required unless substitutions are requested.

Warranty: Submit manufacturer’s lifetime transferable warranty against manufacturing

defects on commercial applications. Fifteen year “Streak Fighter” algae-resistance

warranty. Ten year Sure Start protection. Fifteen-year 110 mph wind resistance

warranty.

Contractor shall warrant his installation workmanship work for a period of one year.

QUALITY ASSURANCE

Comply with governing codes and regulations. Use experienced installers. Deliver, handle,

and store materials in accordance with manufacturer's instructions.

MATERIALS

Asphalt Shingles:

Manufacturers: CertainTeed Roofing Products or approved equal.

Type: “Landmark Pro” by CertainTeed. Dimensional, two-piece laminated fiber glass based

construction, algae resistant, 250 lbs. per square U.L. Class A fire resistance

certified to meet ASTM D3018 Type 1, U.L. certified to meet ASTM D3018 Type-

1 and ASTM D3161 Class-F wind resistance.

Color: To be selected by Grosse Ile Township

Ridge Vent: “Shingle Vent II” by Air Vent or approved equal. Ridge vent shall include

the following: one-piece, durable high-density co-polymer, with built in baffle to

deflect wind, 18” square inches of ventilation per linear feet, and internal filter.

Accessories:

Ridge cap: Shingles to match

Underlayment: #15 felt, ASTM D 226 or approved equal.

Pre-manufactured electric mast flashing

Waterproofing underlayment: self-adhering sheet underlayment, polyethylene

surfaced: ASTM D 1970 perimeter underlayment. Ice and Water Shield,

“Winter Guard”, or approved equal.

Nails: standard round wire type roofing nails, corrosion resistant, hot dipped zinc

coated steel, aluminum, or chromated steel, minimum 3/8” head diameter,

shank to be sufficient length to penetrate through roof sheathing or ¾” into

solid wood or plywood.

Asphalt roofing cement: ASTM D 4586, Type I or II

Pre-finished drip edge. Color to be selected by Grosse Ile Township

Sheet Flashing: ASTM A 361/A 361M; 26-gauge steel with minimum G115/Z350

galvanized coating.

Starter strip shingles

Use CertainTeed brand starter shingles.

EXECUTION

ROOF DECK PREPARATION

Remove all existing shingle, flashings, trim and properly dispose of them off site. Broom

clean deck surfaces under eave protection and underlayment prior to their application.

Clean substrate of any projections and substances detrimental to shingle work. Cover

knotholes and other minor voids in substrate with sheet metal flashing secured with

roofing nails.

Replace rotted or otherwise defective roof boards as per the alternate #1 price per square foot

listed on the bid form

Verify that the roof penetrations and plumbing stacks are in place and flashed to deck

surface.

INSTALLATION

Comply with recommendations of NRCA Steep Roofing Manual.

Install materials and systems in accordance with manufacturer's instructions and approved

submittals. Follow manufactures instructions for proper layout/installation of shingles.

The building is unheated. Install a minimum of one row of ice and water underlayment

along the eve or more if required by code, but a minimum of one row is to be installed.

Apply one layer of felt horizontally over entire surface, lapping succeeding courses and

fastening with sufficient nails to hold in place until shingle application.

Cut a 1” clear ridge vent opening in the roof deck on each side of ridge (2” total). Do not

over cut the trusses. Install ridge vent in accordance with manufacturers’ instructions.

Properly flash and seal roof penetrations.

Make sure there is ½” of shingle overhanging the rakes and eaves drip edge or per

manufacturers guidelines.
