The project will renovate and modernize the existing library and add approximately 1,640 square feet of new space. The overall objective is to improve the facility's safety, accessibility, functionality, building systems, and public-service environment while supporting current and future library programs.
The selected Design-Build Entity will advance the County's bridging documents through final design, permitting, construction, testing, commissioning, and closeout. The completed project must provide a safe, code-compliant, fully operational public library within the established project budget and schedule.
The County of San Benito Free Library, located at 470 Fifth Street in Hollister, is an approximately 15,000-square-foot public library that requires renovation and modernization to address existing facility deficiencies and support current and future library services.
The County received funding through the California State Library's Building Forward Library Facilities Improvement Program and is providing the required County matching funds. The original grant scope identified improvements related to seismic and structural safety, fire and life-safety, accessibility, HVAC, and other critical building systems.
The proposed project includes a comprehensive renovation of the existing library and construction of an approximately 1,640-square-foot addition. Preliminary planning and bridging documents have been developed to establish the County's program requirements, design intent, performance standards, and anticipated project scope.
The County intends to deliver the project using the Design-Build method in accordance with California Public Contract Code section 22160 et seq. This Request for Statement of Qualifications (RFSOQ) is the first phase of a two-phase procurement process. The County will use the RFSOQ to identify and shortlist the most qualified Design-Build Entities. Shortlisted teams will receive the complete bridging documents, performance requirements, and other applicable project information during the subsequent Request for Proposal (RFP) phase.
