Project Description: Separate sealed bids will be received, by the Laureldale Borough online via PennBid for the Community Park Restroom Building Project, located in Laureldale Borough, Berks County, until 12:00 P.M. prevailing time, on October 13, 2025, after which time, Bids will be opened with results displayed publicly on PennBid. Bids will be reviewed at the Public Meeting of the Laureldale Borough at their regularly scheduled meeting to be held at 7:00 P.M. prevailing time on October 13, 2025. All questions must be submitted through PennBid.

The Work is generally described as, but is not limited to the following:
Contract A – General Work
Contract B – HVAC, Plumbing, and Mechanical Work
Contract C – Electrical Work
The project generally consists of the installation of a restroom building facility for the Laureldale Community Park. This project includes any required grading of the project site, soil erosion and sedimentation control measures, construction of a new restroom building complete to include foundation, flooring, roofing, doors, windows, etc. along with installation of all plumbing, HVAC, and electrical services, along with installation of water and sanitary sewer building service lines and tie into existing public water and sanitary sewer facilities.
All bidders must submit bid security in the amount of ten percent [10%].
All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the Nondiscrimination/Sexual Harassment Clause as required by the Commonwealth of Pennsylvania and the Commonwealth Financing Authority.
The successful BIDDER of each Contract will be required to execute the Agreement and to furnish a “Performance Bond” and a “Payment Bond” all on the respective forms provided in the Contract Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Contract Documents.
The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997, by Act 34 of 1997, 43 P.S. 951-963, shall apply to each Contract.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in
the Contract Documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Bidder and all subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalification’s must be submitted by the Bidder and all subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the Bid.
Bidders should refer to provisions of federal and state statutes, rules, and regulations dealing with the prevention of environmental pollution and the preservation of public, natural resources that affect the project.
Any Bid received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law.
The Project is being funded in part by a Local Share Account Statewide Program Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA) and each Successful Bidder shall comply with all conditions of the grant as set forth in the Contract Documents.
The Borough of Laureldale reserves the right to waive any informality in or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of the Borough of Laureldale and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation.
Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof. The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement and the Certificates of Insurance.
