The City of Lathrop Department of Public Works is inviting qualified engineering firms to submit proposals for the O Street Wastewater Pump Station Project (CIP WW 26-22). This project involves replacing the existing wastewater pump station with a new facility designed to increase capacity and improve operational efficiency.

The proposed project will replace the existing O Street Pump Station with a new facility to be constructed on a corner of the Lathrop Elementary School property, across the street from the current site. The new station will connect to the existing gravity and force mains along O Street. The project scope includes installation of two (2) 15-horsepower pumps equipped with variable frequency drives (VFDs) to accommodate Peak Wet Weather Flow (PWWF) and Total Dynamic Head (TDH) at ultimate buildout conditions. Additionally, one (1) 5-horsepower pump will be installed at the existing O Street Pump Station to support low-flow operations.

The Request for Proposals (RFP) includes detailed information on project scope, submittal requirements, and the selection process.

A. GENERAL INFORMATION
The City of Lathrop, Department of Public Works, is seeking proposals from qualified firms
interested in providing engineering consulting services for the O Street Wastewater Pump Station
(Project), Capital Improvement Project (CIP) WW 26-22. This project is intended to replace the
existing pump station with a new pump station and increase the capacity to operate at optimum
levels.
B. BACKGROUND
Flow monitoring has indicated that approximately 2,060 linear feet of gravity mains upstream of
the existing O Street Pump Station are regularly surcharged due to the station’s shallow wet well.
To maintain acceptable pump operating levels, the City must allow the wet well to fill above the
influent pipe invert, effectively using a portion of the upstream gravity mains for temporary
storage.
The proposed project will replace the existing O Street Pump Station with a new facility to be
constructed on a corner of the Lathrop Elementary School property, across the street from the
current site. The new station will connect to the existing gravity and force mains along O Street.
The project scope includes installation of two (2) 15-horsepower pumps equipped with variable

C. ANTICIPATED SCOPE OF SERVICES
A detailed scope of services and budget for this project will be developed as part of the contract
negotiations for the O Street Wastewater Pump Station project. Consultants are requested to
provide a recommended approach and level of effort based on their experience and understanding
of the project and the City’s needs. It is anticipated that the scope of services will include, but not
be limited to, the following tasks:
Task 1: Project Management
The consultant will conduct a kick-off and bi-weekly project progress meetings, follow up with
meeting minutes, prepare monthly status reports and invoices. Consultant will closely monitor
project budget, labor hours expended, and schedule throughout the project. Consultant will
perform internal quality assurance and quality control on all project work products.
Task 2 – Pump Station Condition Assessment
The Consultant will review as-built plans, operation and maintenance manual, and available
operational data. The Consultant will conduct a site visit and meet with City utility staff and
operators to provide an assessment to include issues associated with pump station maintenance,
safety and operations. The Consultant will prepare a technical memorandum of the pump station
condition assessment and Basis of Design Report with design recommendations.

Task 3 – Plans, Specifications and Estimates
Includes preparing the Plans, Technical Specifications, Engineer’s Estimate and other services
necessary for the City to solicit bids for the construction of the project, including a detailed bid
schedule. The City will provide the front-end sections including the Notice Inviting Bids and the
City’s standard construction contract specifications and insurance requirements.
Task 4 – Bidding Assistance
Includes providing technical support during bidding, participation in a pre-bid meeting (if deemed
needed) to answer questions and prepare addenda before the bid opening and assist in analyzing
the bid results and reviewing the recommendation for award.
Task 5 – Engineering Support Services During Construction
Includes engineering support services to ensure the project is built according to the plans and
specifications. Engineering support services during construction would typically include
participation at construction meetings, preparing responses to technical questions and/or request
for information (RFI), preparing architectural supplemental instructions (ASI) as needed, review
of change orders, invoices and project schedule, attending final walk through and prepare list and
preparation of record drawings at the project conclusion.
D. RFP CONTENT
Request for Proposals shall include, but not be limited to, the following minimum information:
1. Description of firm and information on major types of consulting services that the firm
performs that are in line with this type of project. Provide information on the firm's current
workload, facilities, resources, and relevant water resources project experience. (1page
max)
2. Provide a work history of the firm. Include examples of previous work done on projects
of similar type, size and scope. Include a list of client references with contacts and phone
numbers.
3. Provide the names along with brief resumes of key personnel who will be involved with
the project. A description or organizational chart of the proposed team structure. Include
descriptions of their assigned duties and projected involvement in the project.
4. Provide a description of the proposed methodology, approach to the project and proposed
work tasks.
5. Provide an estimated project schedule and critical path to achieve schedule.
6. Provide a fee proposal for a not to exceed price based on time and materials for each of the
tasks included in the anticipated scope of services. The fee proposal shall include all
assumptions including information assumed to be provided by the City, number of
meetings, proposed staffing, status reporting, and any other assumptions that affect the
work effort.
7. Provide a fee schedule for firm, should additional services be needed on a time and
materials basis that are not identified in this RFP.

8. Identify any services that are specifically excluded from the Scope of Work that will likely
be needed to complete the project of the desired scope of work.
E. COMPENSATION
The Consultant shall advise City in writing of the scope of work to be provided for each
assignment, the cost of each, and estimated time to perform services. The Consultant shall not
proceed to perform any such services until the City and Consultant have established a project cost,
a completion schedule, and a period for performance and the City has given its written
authorization to proceed.
The terms and conditions of the agreement will be on an agreed time and material basis with a not
to exceed fee. The prime consultant will be responsible for sub-consulting as required. The
consultant’s attention is directed to the insurance and indemnification requirements listed in the
Sample Consultant Agreement in Attachment ‘A’.
F. REVISION TO THE RFP
The City reserves the right to revise the RFP prior to the date that responses are due. The City
reserves the right to extend the date by which the responses are due. Revisions and extensions to
the RFP shall be e-mailed to all potential Consultants known to the City and/or uploaded on the
City Website.
The City also reserves the right to reject any or all of the responses, and to re-initiate or abandon
the RFP process.
G. SELECTION PROCESS
The City shall review the responses for completeness, clarity and content. The City’s review will
be based on firm’s experience, key personnel, cost proposal, proposed schedule and the
Consultant’s performance in the City’s past and ongoing projects, if applicable.
Based on the review, the City may choose to shortlist certain firms for further consideration and
invitation to participate in an oral interview. The City reserves the right to invite any number of
firms for oral interviews. The Consultant, by submitting a response to this RFP, waives all rights
to protest or seek any legal remedies whatsoever regarding any aspect of this RFP.
This RFP does not commit the City to award a contract, to defray cost incurred in the preparation
of a proposal pursuant to this RFP or to procure or contract for work.
When the City has chosen a Consultant, it will recommend selection of that Consultant to the City
Council. Confirmation and approval of the Consultant recommended by the City is subject to
approval by the City Council. The City reserves the right to reject any and all proposals, or to
negotiate separately with any source whatsoever in any manner necessary to serve the best interests
of the City. Non-acceptance of any proposal does not imply any criticism of the proposal or imply
that the proposal was deficient.

schedule in any manner necessary to serve the best interests of the City.

Costs for responding to this RFP are entirely the responsibility of the Consultant and shall not be
chargeable in any way to the City. All material submitted becomes the property of the City and
may be returned only at the City's option.
