Summary

I. Project Overview

The Village of Schaumburg, IL will accept proposals via the Village's e-Procurement Portal, OpenGov https://procurement.opengov.com/portal/villageofschaumburg for 2026-RFP-008 , 90 North Park - Stage 3 Design to be received no later than Friday, March 27, 2026 , 12:00 pm . Proposals submitted after the specified time will not be accepted.

The Village of Schaumburg is seeking proposals from multidisciplinary teams to design the next portion (Stage 3) of the 90 North (90N) Park and overall cost analysis of the remaining stages of park construction. The overall design concept for the park was approved by the village in 2019. Stage 1 of the park was completed in 2024. Stage 2 of park construction will be completed in summer 2026. Design concepts for Stage 3 construction have been completed and were used to successfully obtain a $600,000 OSLAD Grant from the State of Illinois.

This request for proposals will cover those areas included in the approved concept plan for the south/central areas of the park. Design features will include walkways, adult games areas, site furnishings, tree plantings, irrigation, concessions stand, bathrooms, and a small stage area. The design team will need to forward the existing concept plans for these areas of the park through design development culminating in construction bid documents and specifications. The design team will need to have working knowledge of OSLAD Grant guidelines and reporting requirements.

II.  Project Objectives

Objectives of the 90N Park – Stage 3 Design include:

  • Refine the overall 90N Park Concept Plan as prepared by Hitchcock Design Group within Stage 3 project limits.
  • Prepare detailed construction plans and specifications for the Stage 3 portions of the park.
  • Prepare updated construction cost estimates for the remaining stages of park construction

Village staff anticipate working with the selected multidisciplinary design team closely throughout the project. Following award of the contract, the project team should review all key materials/information and be prepared with questions to move the project forward at first key village meeting. All needed information should be collected, disseminated and analyzed before moving on to the design development phase. Staff will provide feedback on all preliminary design work before design team moves on to final design preparation. The final design will be presented to elected officials at a public meeting. Any additional feedback will be incorporated into a final construction documents for bidding and construction.

III.  Scope of Services

All qualified submissions for the 90N Park – Stage 3 Design request for proposals shall include at a minimum the following items and deliverables as listed below.

Item 1 - Data Collection: - This work will involve the collection of the following information:

  • Review of 90N Park – Overall Concept Plans (to be provided by Village).
  • Review of 90N Park – Stage 1 & 2 Construction Plans (to be provided by Village).
  • Review of 90N Park – Stage 3 Concept Plans (to be provided by Village).
  • Review of 90N Park – Overall Irrigation Plans (to be provided by Village).
  • Review of Village’s standard landscape and irrigation specifications (to be provided by Village).
  • Review of OSLAD Grant application and information (to be provided by Village).
  • Perform existing area reconnaissance and document existing conditions.
  • Review existing cost spreadsheet for future stages of park construction.

Item 2 - Design Analysis: - This analysis will involve the following:

  • Provide additional conceptual mood/inspirational information for the proposed elements of park design.
  • Refine the Stage 3 Concept Plan as prepared by Hitchcock Design Group within the project limits.
  • Provide conceptual zones for irrigation system corresponding to Concept Plan.
  • Provide updated preliminary cost estimates for current (Stage 3) and future stages of park construction.

Item 3 - Development of Design and Details: - This work will involve the following:

  • Develop Stage 3 design elements, including walkways, adult games areas, site furnishings, tree plantings, irrigation, concessions stand, bathrooms, and a small stage area, etc.
  • Prepare detailed construction plans and specifications for the Stage 3 portions of the park.
  • Provide detailed irrigation plans and specifications for the Stage 3 portions of the park.
  • Prepare detailed construction cost estimates for all Stage 3 work.
  • Prepare color plan exhibits for final design plans. Exhibits shall appear hand colored or photo rendered and mounted on foam-core display boards at approximately a 24” x 36” format. Mounted and digital (high & low resolution PDF) versions of all exhibits shall be finished and delivered to the village hall prior to formal committee presentation of project.
  • Provide updated final cost estimates for future stages of park construction.

Item 4 - Supervision, Administration and Project Coordination: - This item includes the following:

  • Project setup, design coordination meetings, preparation of biweekly status reports and monthly invoices. In addition, this item shall include a minimum of two village committee meetings.
  • Adherence to OSLAD Grant reporting requirements and necessary paperwork as needed.

Item 5 - Construction Documents: - This work will involve the following:

  • Following approval by the village, incorporate any changes and prepare Stage 3 construction documents, including plans, details and specifications.
  • Deliver a digital version (PDF) of construction plans & specifications and three hard copies.

IV.  Submission of RFP

All submissions shall include a statement of project understanding along with any unique firm qualifications specific to this project. Provide a listing of key personnel that will be involved in the project, as well as related experience. List applicable OSLAD Grant projects completed and knowledge of reporting requirements. Also provide a total cost proposal, with hourly breakdown of key personnel, in separate submittal.
