The County of Ontario (the "County"), is soliciting sealed responses for Solicitation # R26050 County-Wide Organics Management Plan . The County prefers electronic submittals via the eProcurement Portal at https://procurement.opengov.com/portal/ontariocountyny however, sealed paper bids can be filed with the Ontario County Purchasing Director, 20 Ontario Street, Canandaigua, New York 14424, PRIOR TO 4:00 pm prevailing time, on Monday, April 13, 2026 at which time said bids will be publicly opened and read via Webex meeting.
Ontario County is a rural county located within the heart of New York State’s Finger Lakes Region, approximately 40 minutes southeast of Rochester. Roughly 112,000 residents live within the 26 municipalities located in the county’s border. The Ontario County government seat is located within the City of Canandaigua.
The County owns a 2,999 tons per day Municipal Solid Waste (MSW) Landfill located within the Town of Seneca, which has been in operation since the early 1970s. In 2003 the County entered into a 25-year lease agreement with a private company, Casella, to operate the landfill on the County’s behalf. A single stream Materials Recovery Facility (MRF) is co-located on the landfill property. The landfill and MRF currently accept various waste and recycling streams from all over the state of New York. With the exception of the landfill and recycling infrastructure, solid waste activities within the county have historically been performed on a municipal level. Within the county’s borders, 14 municipalities operate and/or maintain their own transfer station facilities, and two municipalities, the City of Canandaigua and the Village of Victor collect MSW and recycling curbside. The types of services provided vary greatly by municipality. Approximately 10-15% of the waste generated within Ontario County is collected and processed through municipal transfer stations prior to being brought to the landfill site for disposal. The majority of waste generated in the County is collected and transported by private hauling companies.
On December 5, 2024 the Ontario County Board of Supervisors passed two resolutions shaping the future of solid waste management in Ontario County. The first resolution memorialized a policy decision to close the Ontario County Landfill on December 31, 2028, when the current operations and management lease agreement expires. The second resolution instructs the County’s Department of Sustainability and Solid Waste Management to continue and advance efforts to reduce the generation of municipal solid waste within the County and increase waste diversion efforts.
As a New York State Department of Environmental Conservation recognized Planning Unit, the County maintains a Local Solid Waste Management Plan (LSWMP) with the goal of facilitating responsible waste management practices and ultimately reducing the amount of waste generated by county residents. Through the Department of Sustainability and Solid Waste Management, the County strives to meet the diversion goals set forth in the LSWMP by implementing waste targeted diversion programs, providing special collection events, assessing waste patterns, planning for infrastructure and prioritizing the education of our residents, institutions and businesses. The County’s previous LSWMP expired at the end of December 2025. The new draft LSWMP was developed through a contract with Barton & Loguidice, approved by the Board of Supervisors at their December 18, 2025 board meeting, and submitted to the NYSDEC on December 30, 2025.
In addition to the LSWMP, several plans and studies have been facilitated and administered by the Department including a Strategic Plan, Waste Characterization Study and a Solid Waste Management Program Assessment & Facility Consolidation Study.
