The County of Greenville is requesting proposals from qualified consultants or firms to conduct a comprehensive performance evaluation of the Greenville County Sheriff’s Office (GCSO) and the Greenville County Emergency Management Services (GCEMS). This independent assessment will analyze current operations, performance metrics, staffing levels, workload distribution, organizational structure, and Unit Hour Utilization (UHU). It will also include a gap analysis comparing the current state of the department to recognized best practices and peer agencies in counties of similar size (500,000 – 1,000,000 population) within the Southeastern United States.
The intent is to identify operational and strategic improvements, benchmark performance against best practices and provide data-driven, actionable recommendations that will guide improvements in service delivery, organizational efficiency, and resource deployment.
The County reserves the right to award to one or multiple vendors. Responders may propose on both or one of the disciplines. The responders must inform the County in their proposal which discipline(s) they are proposing.
