Description

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

The Directorate of Soldier Systems Program Management (DSSPM) is mandated to provide technical support for capital and national procurement projects within the Canadian Department of National Defence (DND).

DSSPM 4 (Small Arms) has a requirement to procure spare parts and holsters for the C22 and C24 Pistol fleets. The delivery is requested at 25 CFSD Montreal.

The purpose of this Advance Contract Award Notice (ACAN) is to signal DND’s intention to award a contract for these goods to MD Charlton (66 Iber Rd, Bldg A, Unit 103 Stittsville, ON K2S 1E8). Before awarding a contract, however, the DND is providing other suppliers with the opportunity to demonstrate that they can satisfy the requirements set out in this Notice, by submitting a statement of capabilities and OEM letter during the fifteen-calendar day posting period.

In the event DND receives any written statements of capabilities, DND will conduct an evaluation of such received statements. If, as a result of such evaluation, DND determines that one or more suppliers other than MD Charlton are capable of meeting DND’s requirements, the DND will conduct a further competitive process before making any final award. Such further competitive process may include a publicly issued Request for Proposal or a Request for Proposal issued only to MD Charlton and the suppliers that DND has determined can meet the requirements.

If no written statements of capabilities are received by DND, or if the DND determines based on its evaluation that no supplier who has submitted a written statement of capabilities is capable of meeting the DND’s requirements, DND intends to proceed to award the contract to MD Charlton and no further procurement process will be undertaken by the DND.
