Summary

STATEMENT OF PURPOSE

The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide a City-wide GIS plan that integrates fully with the existing environment.

More details on the City's needs for this work are provided in the Scope of Work .

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Background

West Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. The City of West Sacramento operates under a Council/Manager form of government consisting of the Mayor and four Council Members who each serve four-year terms. The City is full-service with nine (9) departments and over 400 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900, and the West Sacramento Area Flood Control Agency.

The City of West Sacramento has relied on Geographic Information Systems (GIS) since 2004 to support its operations and planning. GIS plays a crucial role in managing the city’s diverse and growing needs.
Current GIS Platform

The city utilizes ESRI ArcGIS Enterprise 11.3 along with related applications and extensions, as its primary GIS platform. This setup enables sophisticated spatial analysis and robust data management capabilities. The city has a full on-premises enterprise deployment and entered into an Enterprise License Agreement with ESRI in 2013. Since then, nearly 150 ArcGIS Pro licenses have been deployed, with an active monthly user base of approximately 50 staff members.

Key Users and Applications
  • Capital Projects and Planning Department: These departments are heavy users of GIS technology, leveraging it for complex urban development and infrastructure projects. GIS provides access to parcel and utility-related data and documents through web mapping applications.
  • Public Safety: GIS is used to monitor annual weed abatement requirements and even features a live Santa Tracker during the holidays.
Community Impact

As a dynamic riverfront community with a rich history of economic and infrastructural development, West Sacramento uses GIS to enhance decision-making, streamline operations, and improve service delivery across various departments.

Future Plans

The city plans to expand its GIS capabilities by integrating advanced technologies such as remote sensing and real-time data analytics. This expansion aims to further enhance urban planning, improve service delivery, and support the city’s long-term vision for sustainable and resilient growth.
