Cherokee Bluffs Park Rubber Mulch Playground Surfacing

Hall County, Georgia, (herein “County” or “Owner”) a municipal entity of the State of Georgia, located at 2875 Browns Bridge Road, Gainesville, GA 30504, hereby gives this Addendum #1 on the project known as Cherokee Bluffs Park Rubber Mulch Playground Surfacing (herein “Services”) located at 5867 Blackjack Road – Flowery Branch, GA 30542.

The following questions were asked or submitted by various vendors.  The answers are provided in bold lettering.

Is there any chance the County would consider rubber playground tiles for this project rather than rubber mulch surfacing?

No.  The rubber tile option does not meet the grant agreement made with the sponsoring agency and Hall County.

Are site plans, layout drawings, or a playground plan available for this project? If so, please provide.

No.

Are there any photos of the existing playground surfacing and surrounding conditions available for reference?

Yes (see below).

How much existing rubber mulch is to be removed (approximate depth and area) and what is the existing thickness of the rubber mulch currently in place?

We will handle removal of material and disposal in-house.

Please confirm how the existing rubber mulch should be handled once removed (haul-off and disposal by contractor, reuse on-site, or stockpile for owner).

Please confirm the required critical fall height for the playground equipment to ensure compliance with ASTM F1292-22.

The vendor is responsible for determining CFH.

Please clarify the required edge detail at the perimeter of the rubber mulch area. Is the surfacing bordered, flush with adjacent surfaces, or terminated in another manner?

The original border remains in place. Pour flush up to sidewalk entrance.

If borders are required, please confirm whether borders are to be provided by the Contractor or furnished by the Owner.

Please describe site access conditions, including equipment access routes, staging areas, and any limitations that may affect installation.

See photos. The vendor is responsible for determining limitations. A site visit is strongly encouraged.

Please confirm the required color(s) of the rubber mulch surfacing.

Natural colors are preferred, but not required.

The playground has clear access from the parking lot, but will we be able to access all around the playground with trucks or will we be limited to where we can operate vehicles/equipment?

Yes, access will be available around the playground.   Please see the attached photos.

Can you confirm that the existing boarder damage is not the responsibility of the contractor?

Confirmed. The existing border damage is not the responsibility of the contractor.


Please confirm whether installation of a bonded rubber mulch surface over the existing loose rubber mulch will be considered acceptable, provided that the proposed system meets all specified performance requirements and does not negatively impact warranty coverage or long-term durability.

N/A – The county will be removing the existing mulch.

Please clarify the scope of work, as there are products/layers required beyond recycled rubber tire mulch within the specifications of ASTM F1292-22 compliance.

This will be poured-in place bonded rubber surfacing (PIP). The vendor will be responsible for all sub-surfacing preparation and grading of the base layer. The base layer should shed water, thoroughly and efficiently.

Will playground be excavated by the County, or is this the responsibility of the contractor?

The current surface will be removed by the county.

Should the replacement of playground borders/curbing/edging be included in our pricing?

The current borders should remain in place.

Will there be a designated are for laydown of equipment and materials? Please identify by map.

We will work with the awarded vendor to determine the best fit.

Will you please specify the exact base material desired for the 4-inch stone sublayer?

Crushed stone or aggregate base, compacted thoroughly to prevent settling.

Should the stone sublayer have a drain system? Should the sublayer be sloped to a drain? Please clarify the drainage requirements.

Ensure proper drainage slope (typically 1–2% grade away from structures).

What is the recommended depth of excavation?

N/A

What is the highest platform or bar height? This, according to ASTM F1292-22, should determine the depth and material needed for compliance.

The vendor will be required to measure fall height of existing playground equipment to make sure critical fall height of material is within the requirements of ASTM F1292. The vendor should also provide a Surfacing Material Report-ASTM F3351-19.

Specifications do not include Buffing or Wear Layers. Will you please specify these items of scope to achieve compliance?
