Description

***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with BSA Environmental Services, Inc located in Beachwood, Ohio for Microcystin Analysis to be performed in Detroit, Michigan.



***The sole source determination is based on NOAA’s requirement that BSA Environmental Services, Inc is the only vendor that analyzes this Microcystin Analysis. BSA Environmental Services, Inc, is the only known vendor with all of the standards to run this Microcystin Analysis. Other facilities do not have the resources nor the equipment to process this analysis. Outsourcing would not be practical as on-site oversight of the work is required, vs. just receiving reports. BSA Environmental Services, Inc is the only known source that is known to have the expertise and equipment, resources, and abilities to perform this work as outlined above. Based on past performance, the vendor was able to get reproducibility using 5 or 10 ppt standard and doing 7 replicates. This is critical to the ongoing collaboration support we receive from BSA Environmental Services, Inc, in addition to the program described above. Their program has been a key collaboration with us that has been developed over the last 15+ years. Vendor has confirmed they are the sole source for this requirement.



Period of Performance: 10/01/2025 through 09/30/2026



***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
