Sealed Bids will be received until 11:00 AM Tuesday, March 17, 2026 in Room 503 of the Raleigh
Municipal Building at 222 W Hargett Street, Raleigh, NC 27601 at which time and place Bids will
be publicly opened and read aloud for the construction of both the Fairlie Place Pipe Lining and
Rehabilitation and Crandon Lane Pipe Lining and Rehabilitation projects.
After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria
set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any
informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the
lowest responsible and responsive Bidder, taking into consideration quality, performance and the
time specified in the Bid Form for the performance of the Contract.
A non-mandatory Pre-Bid Meeting will be held on-site at the Fairlie Place project location on
Thursday, February 26, 2026 in front of the residence at 11817 Fairlie Place, Raleigh, NC 27613
at 12:00 PM. A site walk of the Fairlie Place Pipe Lining and Rehabilitation Project area will be
conducted after the Pre-Bid Meeting, followed immediately a site walk of the Crandon Lane
Pipe Lining and Rehabilitation Project area at 3120 Crandon Lane, Raleigh, NC 27604.
Requirements for pre-bid submittals of an "or-equal" are required within [1O] days of the issuance
of the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.
The Projects consists generally of the following major items:
Pipe Rehabilitation (GIPP Lining), Injection Grouting, Soil Stabilization, Drainage Structure
Installation and Rehabilitation, and Traffic Control
Bidding Documents may be viewed and ordered online by registering with Duncan Parnell via
their bid room https://bidroom.duncan-parnell.com/. Registration with Duncan Parnell is required
to obtain the bid documents and be added to the official Plan Holder's List. Addenda will be
notified to those buying full sets from Duncan Parnell via their bid room. The cost of bid documents
and shipping is non-refundable. Neither OWNER nor ENGINEER will be responsible for copies
of the bid documents obtained from sources other than from Duncan Parnell. If you need any
