The purpose of this announcement is to gain market research knowledge of potential qualified sources and their size classification.
The Department of Veterans Affairs, Altoona VA Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602, is seeking potential sources capable of providing a CT Scanner Contrast Power Injection System in accordance with the Draft Statement of Need (SON) below.

Responses must be received no later than 8:00 am ET, 03/23/2026. No solicitation document is available at this time. This notice is simply for Market Research Purposes Only. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The VA will not reimburse any potential contractors for any costs associated with this Sources Sought Notice.
Statement of Need

CT Scanner Contrast Power Injection System
Radiology Department Altoona VA Medical Center

Summary
The Stellant Flex system is the current system being used in the Radiology CT scanner room at Altoona VA Medical Center (VAMC). The current system has reached end of life and Altoona VAMC requires a new system with the newest technology.

Project Scope
The contractor shall provide delivery of a complete Power Injection System and all related Installation to make system fully ready for patient use in accordance with Original Equipment Manufacturer (OEM) specifications.
The CT Scanner Contrast Power Injection System shall at a minimum meet all the following salient characteristics.
The Stellant FLEX- Medrad Stellant FLEX Injection System is a Name Brand Product provided for reference of salient characteristics only.

Provides more uniform attenuation of the right and left ventricles

Informatics ready platform enables interconnectivity between your CT scanner, power injector, PACS, RIS, & speech recognition systems
Storage and recall of up to 250 protocols
Enhanced protocol manager
Snap-on/twist-off syringe design
Automatic plunger advance and retract when attaching and detaching syringes
Automatic filling and priming
Multi-phase programming (with hold/pause feature)
Integrated saline test inject
Programmable pressure limit
On-board eGFR and weight-based dosing
Injection enabled when head is tilted down
Automated data capture
Interface with PACS/RIS/SR
Export of a DICOM secondary capture to PACS
