REQUEST FOR QUOTE

INTRODUCTION
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective 08/07/2025. This acquisition is set-aside for Small Businesses.

DESCRIPTION
The US Geological Survey, Western Fisheries Research Center, requires services for a Biosafety Committee as described in the attached SOW. The USGS requires a base year and one option.

RELEVENT INFORMATION
All services will be performed at the vendor location and over on-line meetings (or in person, if available). The North American Industry Classification System (NAICS) code 541990, All Other Professional, Scientific, and Technical Services, and associated size standard $19.50 million applies to this announcement, along with Product Service Code B510, Special Studies/Analysis - Environmental Assessments.

SUBMISSION OF PROPOSALS
All questions must be sent directly to capplegate@usgs.gov by 09/02/2025 at 0600 PDT. Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at capplegate@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than 09/03/2025 at 0600 PDT. Proposals submitted by hardcopy or any web portal shall not be accepted or considered.

Offerors are to include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors (see Attachment). This may include product literature, references, or other documents, if necessary.
