The State Energy Conservation Office (“SECO”) of the Texas Comptrollerof Public Accounts (“Comptroller”) issues this Request for Proposal No. 240c (the“RFP”) to invite proposals from qualified Texas Councils of Governments(“TCOG”) to develop and deploy a regionally focused energy management program(“Regional Energy Management Program” or “Program”). The P rogram will demonstrate the value and benefits of anincreased regional focus on Energy Education, Quantification ofFacility/Infrastructure consumption through Energy Reporting, and thedevelopment of a Regional Template that other regions can consider whenidentifying methods for increasing regional energy and water savingsactivities. Respondents should specialize in identifying methods forincreasing regional energy and water savings activities in the public sectorand should have extensive knowledge and working experience with public sectorenergy and water management benchmarking, education, activities, partnerships,and resulting taxpayer dollar savings.
