***NOTICE OF PROPOSED PROCUREMENT (NPP)***

For

TASK BASED INFORMATICS PROFESSIONAL SERVICES (TBIPS)

Solicitation No. 100027253

This requirement is for: Employment and Social Development Canada (ESDC)

This requirement is open only to those Supply Arrangement Holders under EN578-170432 who qualified under Tier 1 ($0-$3.75M) and under the stated consultant category, security level, region, level of expertise for the following categories:

B.11. Instructor, Information Technology, Level 3: 10+ years of experience

Number of Resources: Two (2).

Region: Remote/Virtual work.

1. Requirement

A series of annual PowerBI and data analytics training sessions over the next five to six years.

These sessions include comprehensive training options tailored to ESDC’s needs, covering advanced PowerBI courses in English, and data visualization, storytelling, data analytics, machine learning, artificial intelligence, statistical analysis courses.

1.1 The solicitation is intended to result in the award of one contract.

1.2 No security requirements apply to this solicitation.

2. Proposed period of contract

Each contract will be for a period from Contract award to March 31, 2027 plus three (3) one-year additional irrevocable option periods under the same conditions.

3. Trade Agreements

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA), Canada–Chile Free Trade Agreement, Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada–Colombia Free Trade Agreement, Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada–Honduras Free Trade Agreement, Canada–Korea Free Trade Agreement, Canada–Panama Free Trade Agreement, Canada–Peru Free Trade Agreement, Canada–Ukraine Free Trade Agreement, Canada-United Kingdom Trade Continuity Agreement, and World Trade Organization–Agreement on Government Procurement (WTO-GPA).

4. Conditional Set-aside for Indigenous Business (PSIB)

This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business (PSIB). In accordance with the requirements for conditionally set aside procurements of the PSIB, if there are two (2) or more responsive bids with a valid Indigenous Business Certification, only those responsive bids will be eligible to be awarded a contract; otherwise, all responsive bids will be eligible. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, see Annex 9.4 of the Supply Manual.

This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples or for set-asides for small and minority businesses, only if two or more responsive bids are received from Indigenous businesses.
