The County of San Diego (County) is issuing this Request for Information (RFI) to invite and seek input from all
interested parties who may possess the capability of providing a browser-based, commercial off-the-shelf (COTS)
Property Assessment system for the Assessor division of the Assessor/Recorder/County Clerk (ARCC). The Assessor
creates, administers, maintains, and delivers the annual secured and unsecured assessment rolls, and supplemental rolls
net of exemptions, to the Auditor & Controller and Treasurer Tax Collector to produce property tax bills, in compliance
with Sections 601, 602, 75 through 75.8 of the California Revenue and Taxation Code.
The goal of the RFI is to obtain input on Property Assessment systems designed to manage event-based assessments for
annual and supplemental assessments.
This RFI is issued solely for information and planning purposes. The County will use information submitted in response
to this request to consider potential and available market solutions that meet government requirements. Please note that
all information provided in response to this RFI may be considered public information and may be subject to release
under the Public Records Act. Additionally, by submitting information in response to this RFI, the County has no
obligation to use, contract for such services, and/or enter into programs in the future. No costs will be reimbursed for
the preparation or submittal of any response to this RFI; responses to this RFI will assist the County in planning for
future potential solicitations.
The County will use the submitted information to assist it in developing a strategy, roadmap, funding projections, and
implications, and understanding potential and available market solutions that meet government requirements. The
County reserves the right to use, without restriction, any information provided in response to this RFI. Additionally,
please note that all information provided in response to this RFI may be subject to disclosure under the California Public
Records Act (CPRA). If Respondent has information that it believes is clearly subject to an exemption under the CPRA
from disclosure, the Respondent can split any information into a separate exhibit/upload and designate that
exhibit/upload as CONFIDENTIAL/PROPRIETARY in its response and execute the County’s Non-Disclosure
Indemnification Agreement (posted separately on BuyNet). The County will then treat such designated information in
accordance with the requirements and processes set forth in the Non-Disclosure Indemnification Agreement.
The County may use at its sole discretion, concepts and ideas contained in the RFI response in any future procurement
efforts and will not identify the source of the information.
The County may request an oral discussion with Respondent(s); the Respondent can provide additional information.
The County reserves the right to schedule and conduct these discussions based on timing, priorities, etc.

1. OVERVIEW AND BACKGROUND
The Assessor division of Assessor/Recorder/County Clerk (ARCC) is responsible for the identification, valuation, and
enrollment of the assessed value of all taxable property within the County of San Diego that is not assessed by the
California State Board of Equalization (BOE). Assessments are enrolled annually for both secured and unsecured
properties as of lien date January 1 each year. Supplemental assessments are enrolled for secured real property when a
change of ownership occurs or new construction is completed. The California property tax system is unique and complex
due to Proposition 13, an amendment to the Constitution of California, enacted in 1978. Proposition 13 limits property
taxes to 1% of a property’s assessed value and restricts annual increases in the assessed value to an inflation factor, not
to exceed 2% per year. When a property changes ownership or new construction occurs, a new base value is established,
and a supplemental assessment is enrolled per sections 75.10, 50, and 51 of the RTC.
The County seeks information from vendors with experience in providing Property Assessment systems designed to
manage event-based assessments for annual and supplemental assessments.
The proposed system must support the operational scale and complexity of a large County, including the following:
500 concurrent users
1,020,000 parcels, estimated assessed value of $772 billion
72,000 personal property accounts, estimated assessed value of $33 billion
480,000 property tax exemptions, estimated exempt value of $32 billion
GOALS
1. Identify commercially available, browser-based Property Assessment systems, suitable for ARCC operations.
2. Gather market information to assist with planning, funding projections, and inform the development of
detailed functional and technical requirements for a future procurement.
SCOPE OF CAPABILITIES
The system should support, at a minimum, the following functions and operational activities performed within the
Assessor division of ARCC.
Parcel maintenance (creation, splits, combinations, deactivation)
Property ownership tracking
Property situs address, and mailing address tracking
Property characteristics maintenance and tracking
Permit records and New Construction Statement processing for new construction events
Property tax exemptions (Homeowners’, Disabled Veterans, Institutional Exemptions, etc.)
Property tax exclusions/Propositions (Prop 19 Intergenerational, Base Value Transfers, Calamity, etc.)
Property appraisal and assessment for real property
Computer Assisted Mass Appraisal (CAMA)
Property appraisal and assessment for business personal property, boats, aircraft, and leased equipment
Property appraisal and assessment for specialty properties, including but not limited to Mills Act, Williamson
Act, Section 11, Possessory Interests, Manufactured Homes, etc.
Annual Secured and Unsecured roll generation

ii. Professional Services/Implementation Costs: The estimated cost for deployment,
configuration, data migration, integration, and initial training.
iii. Ongoing Annual Costs: The estimated recurring annual cost (e.g., maintenance, support,
subscription renewal) starting in post go-live year.
C. Project Timeline
a. Provide a preliminary, non-binding projection of the estimated project timeline required for a
complete system implementation, configured for the operational scale provided within the overview.
Please outline the estimated duration for the following key project phases:
i. Project Kick-off and Planning: Estimated months required.
ii. System Configuration and Development: Estimated months required to configure the core
system and complete necessary integrations or customizations.
iii. Data Migration and Validation: Estimated months required for transferring and validating
existing organizational data.
iv. User Training and Acceptance Testing (UAT): Estimated months required for end-user
training and final system validation.

v. Go-Live and Post-Implementation Support: Estimated months for the official launch and
stabilization period.
D. System Operations
a. Based on your prior customer experiences and the operational scale provided within the overview,
please provide a percentage estimate of how your system aligns with the operational scale:
i. Commercial Off-the-Shelf (COTS): The estimated percentage of required functionality that
you believe can be met by your existing, standard, configurable product (i.e., requires no new
development or code changes).
ii. Customization/Development/Gaps: The estimated percentage of required functionality that
will necessitate new development, custom coding, or a third-party solution to bridge any
functional gaps specific to our organization.
b. Is your system compliant with California’s Proposition 13 and related tax regulations and laws,
including:
i. Base Year Value tracking
ii. Base value segments tracking at the event level, by land and improvement value and by
beneficial owner percentage
