Osceola County is circulating this Request for Proposal (R.F.P.) to solicit proposals from qualified firms to
provide complete Design-Build construction services for the design, furnishing, and installation of a fully
operational air conditioning system at the Commission on Aging Senior Center in Hersey, Michigan. This is
intended to be a turnkey project resulting in a fully functioning and operational cooling system.
Sealed Proposals: Perspective consultants will deliver two ( 2 ) copies, the original and one (1) copy,
to the following address:

Proposals received after the above cited time will be considered a late proposal and are not
acceptable unless waived by the County Administrator/Controller.

Project History:
The Osceola County Commission on Aging Senior Center, located in Hersey, Michigan, is a former elementary school
constructed in 1963. The facility does not currently have air conditioning and has never had a centralized cooling system.
The County intends to install a permanent, reliable, and energy-efficient air conditioning system capable of adequately cooling
the facility to meet the needs of senior citizens and staff during warm weather conditions.
Scope of Project:
Osceola County is requesting proposals from qualified Design-Build contractors to provide all professional design services,
labor, materials, equipment, permits, supervision, and related services necessary to deliver a complete and operational air
conditioning system.
The County is open to multiple system approaches, including but not limited to:
Centralized rooftop unit(s) utilizing ductwork
Ground-mounted central system(s) utilizing ductwork
Individual exterior-mounted split or mini-split systems serving separate rooms
Hybrid systems or other cost-effective and energy-efficient solutions
Primary considerations are total project cost, system performance and reliability, and long-term operating and maintenance
considerations.
The project will include, but is not limited to, the following:
Site visit and field verification of existing conditions
Load calculations and system sizing
Electrical capacity evaluation and required upgrades
Structural considerations for rooftop or ground-mounted equipment
Ductwork design (if applicable)
Condensate management
Thermostat/control systems
All necessary permits and inspections
All labor and materials required for complete installation
System startup, testing, and commissioning
Training of County staff on system operation
Cleanup and restoration of disturbed areas
The awarded will be expected to meet with the Commission on Aging Director, County Administrator/Controller and the
Chairman of the Osceola County Board of Commissioners to present a draft report prior to a final report to be presented to
the Osceola County Board of Commissioners.
The awarded is expected to present a final report and recommendation to the Osceola County Board of Commissioners.
Project Tentative Schedule:
Issuance of R.F.P. - April 7, 2026
R.F.P. Due to County Administrator/Controller - April 30, 2026 at 2:00 p.m.
Selection of Construction Consultant - May 5, 2026
Finalized Report Presented to Osceola County Board of Commissioners - May 19, 2026

Selection Process:
The Osceola County Board of Commissioners will review the submitted proposals with selection based upon, but not limited
to, the following factors:
Total Lump Sum Bid (submitted on separate required Bid Sheet)
Cost breakdown clarity and completeness
Experience with similar HVAC Design-Build projects
Experience with public or institutional facilities
Proposed system approach and understanding of the building
Qualifications and licensing of assigned personnel
Estimated project timeline
Cost will be a primary factor; however, the County reserves the right to award to the proposal deemed most advantageous
considering cost, performance, qualifications, and long-term value.
Proposal Specifications:
Respondents are asked to submit concise proposals describing their capacity to manage projects and their experience with
similar projects. The proposal shall include the following information:
Business Organization - This section shall include the individual or firm’s name, areas of expertise, and a brief history
of the business, size, office locations, and business addresses. The name, address, and telephone number of a contact
person and/or prospective project manager regarding the proposal shall be included. If sub-contractors are being
utilized, similar information should be included for all sub-contractors.
Experience and Capabilities - The contractor shall describe relevant qualifications of the business and experience with
similar projects. Consultants may provide samples of work done in other communities in an appendix or through a
web link.
Project Approach - The contractor shall describe the approach to the proposed project, the method of conducting the
work, and the proposed outcome(s) of the project.
Cost - The contractor shall provide an hourly rate schedule and an estimated number of hours to complete the
proposed project. Estimated hours to be spent on specific tasks should be broken out to the greatest extent
practicable. If hours are to be billed at different rates, a breakdown of hours per wage rate shall be provided.
Licensing and Insurance:
The contractor shall be licensed in the appropriate fields that would apply to this contract. The consultant shall maintain
professional liability, comprehensive general liability, automotive liability, and workers compensation insurance at levels
required by State Statute.
Submittal Requirements:
In total, two (2) copies of the Submittals, including attachments, are required. The attached “Proposal Submission Form”
MUST also be filled out in completion and included with the proposal.

The proposals will remain sealed until the proposal opening on April 30, 2026 at 2:10 p.m. at the Osceola County
