REQUEST FOR PROPOSALS (RFP) FOR
CHILD ABUSE PREVENTION, INTERVENTION, AND TREATMENT (CAPIT)
The Lake County Department of Social Services (LCDSS) is requesting proposals from qualified
agencies to provide individualized, in-home parenting education, coaching and support to families
in need with the goals of strengthening families by increasing protective factors, reducing risk
factors, and empowering caregivers to prevent neglect and abuse before harm occurs. Qualified
agencies will have staff certified to provide evidenced based parent education to referred families.
GENERAL OVERVIEW
Proposals must be signed, dated, and submitted no later than June 16th, 2026, 5:00 pm.

PROGRAM OVERVIEW
The Child Abuse Prevention, Intervention and Treatment (CAPIT) program is a California initiative
funding services to prevent, intervene in, and treat child abuse and neglect. Programs often focus
on high-risk families, including children under five, those exposed to family violence or substance
abuse, and children with mentally ill parents.
SCOPE OF WORK
A. Contractor shall provide the following in-home parenting education, coaching and support to
families with children who are at risk of or have been victims of abuse, neglect, exposure to
violence and/or other risk factors:
1. Priority will be given to CWS referred families. First attempt at engaging the family will
occur within 5 days of referral receipt with at least weekly attempts to engage for four
weeks prior to closing the referral.
2. Obtain signed commitment forms from parents for the completion of agreed upon
education, coaching and/or support.
3. Attend monthly collaborative meetings to discuss the progress of referred families with
staff from Child Welfare and other community providers supporting shared clients.
4. Create an individualized plan of support with referred families, ensuring that the plan
meets the unique needs of the family and clearly identifies the concerns for abuse and/or
neglect that must be mitigated, and is comprised of services specific to mitigating those
issues. Plans may include, but are not limited to the following:
a. Teaching ages and stages of development and child development milestones
b. Providing healthy discipline strategies
c. Offering emotional regulation and communication coaching
d. Teaching a structured, timed, evidenced based parent education program such as;
Nurturing Parenting, ABC of Parenting, Positive Indian Parenting, etc.
5. Measure progress in parenting skills using pre and post-evaluation tools such as the Adult-
Adolescent Parenting Inventory (AAPI) or the Nurturing Skills Competency Scale (NSCS).
Pre and Post assessments will be provided to CWS.
6. In addition to the pre and post-evaluation tools, contractor shall routinely assess the
effectiveness of services provided based on observed improvements, or lack thereof, in
child and parent interactions, child behaviors, and emotional regulation of family
members.
7. Provide monthly written progress reports on all participants referred by CWS detailing the
client’s qualitative and quantitative participation and examples of their behavioral changes
that have, or have not mitigated the concerns identified by CWS in the initial referral to
contractor.
8. Contractor must comply with PC Section 11165.7 Child Abuse and Neglect Reporting Act
mandated reporting law
Expectations for Contractor Staff Training:
Contractor staff providing CAPIT-funded parenting education, coaching, and support services shall
be trained and able to provide services in a manner that aligns with the principles, philosophy,
and practice expectations of Child Welfare Services. Services shall be trauma-informed, strengths-
based, family-centered, culturally responsive, prevention-focused, and safety-focused.

REPORTING REQUIREMENTS
Contractor will report four times during the period, on a quarterly basis, within 30 days of
completion of the quarter. The final report for the year will include results for the full program
year. A template for reporting will be provided. Progress reports will include a narrative report
including the number of in-home sessions provided, unduplicated numbers (separate parents and
children) instructed to date, and number of participants who have completed a series of classes
to date. In a final report, Contractor will provide an assessment of the instruction provided,
number of in-home sessions, total number of participants, and percent completion rates against
targets.
MISCELLANEOUS REQUIREMENTS
Registration and Inquiries
Proposers must register with LCDSS by June 1, 2026, to receive any amendments or other
communications regarding this RFP. Proposers failing to register assume complete responsibility
in the event that amendments or other communications are issued.

Proposal Format and Content
Proposals should be prepared simply and economically providing a straightforward and concise
delineation of the proposer’s ability to satisfy the requirements of the RFP. Proposals should be
typed with a 12-point font size, and non-reduced, and the narrative may not exceed fifteen (15)
pages (excluding forms and attachments) with the complete proposal not exceeding thirty (30)
pages.

Required Elements:
1. Provide a cover letter indicating the underlying philosophy and relevant experience of the
firm/agency proposing to provide the service.
2. Provide a Table of Contents which identifies all major sections of the proposal by page
number. All forms and attachments must also be referenced by page number.
3. Proposals must include descriptions of the services to be provided along with the identified
population and service location(s).
4. Proposals must include an estimate of how many families and youth can be served by the
agency, or an estimated capacity limit.
5. Proposals must define how specific services will support permanency, safety, and well-
being of children and families.
6. Proposals must address any barriers to service accessibility and a plan to remove those
barriers.
7. Bidder must demonstrate a capacity for collaboration and interagency coordination.
8. Bidder must describe how they will develop and/or maintain the necessary community
supports.
9. Bidder must outline outcome improvement goals for the program.
10. Describe administrative and fiscal management of the program, personnel policies,
expected use of subcontractors, etc.
11. Submit required budget indicating administrative and overhead costs, operating costs,
equipment costs, start-up costs, and any other costs associated with service delivery. All
prices submitted are non-binding at this stage of the procurement process and are subject
to negotiation.
It is the responsibility of the applicant to be familiar with the specifications, terms, and conditions
of the RFP. By submitting a proposal, each applicant certifies that all the statements in the
proposal are true.
No Assignment
Assignment by the successful Contractor to any third party of any contract based on the Proposal
or any monies due shall be absolutely prohibited and will not be recognized by County unless
approved in advance by County in writing.

Each proposer must email his/her proposal as indicated below. Hard copies will not be accepted.

Proposals must be submitted no later than June 16th, 2026, by 5:00 p.m. Proposals received
after this date and time will not be considered.
All proposals received are final. All proposals submitted become the property of LCDSS.
RFP Selection Method
The principles of competitive negotiation will be followed by LCDSS during the selection process,
i.e., the terms, service delivery method and standards of performance are negotiable. Negotiated
contracts will be awarded to proposer(s), if any, who best meet the needs of LCDSS.
An evaluation committee may be established by the LCDSS Director to evaluate and rate the
proposals. The selection committee will screen the proposals, interview the top proposers, and
submit a recommendation. Criteria for evaluation proposals will include, but not be limited to, the
following:
Costs of services and cost-effective methodology in performing assignment.
Reputation and experience in the type of work required.
Capability or potential to accomplish work responsibility in the required time.
Performance on prior contracts.
The extent to which proposal addresses the scope of work outlined in the RFP.
Rejection of Proposals
Issuance of this RFP in no way constitutes a commitment by LCDSS to award a contract. LCDSS
reserves the right to reject any or all proposals received in response to this RFP, or to cancel this
RFP.
Sample Contract
A sample contract has been attached to provide an overview of LCDSS’ standard contracting
requirements. It is assumed that all proposers will be able to comply with all contract
requirements.
