General work description:
The Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports (SCDA), operating Sacramento International Airport (SMF) is seeking to implement a comprehensive Identity Management System (IDMS) to support the Airport Security, Access Control, and Badging Office.
The purpose of the IDMS is to automate the management of individual identities and associated access privileges within a secure and efficient IT environment. The system will replace manual, paper-based processes currently used to manage approximately 5,700+ Airport ID badges and related credentials with 180+ Authorized Signatories (AS). The proposed solution must consolidate identity management and access control processes into a single integrated platform capable of supporting regulatory compliance, improving operational efficiency, and ensuring the protection of sensitive information.
The proposals received will be utilized to select and award the contract to one (1) Contractor who is experienced in the deployment of an Identity Management System (IDMS) at US Airports. All submissions received prior to the submission deadline which meet the minimum requirements will be evaluated by the evaluation committee at Sacramento International Airport (SMF). At the Airport’s discretion, a select group of shortlisted Contractors will be asked to provide a demonstration of their product. Submissions not selected will be eliminated from further consideration.
There are approximately 5,700+ active Airport ID Badges and approximately 180 Authorized Signatories (AS) at SMF. Airport ID Badge holders represent County Airport System employees, airline, contractors, concessionaires, Fixed Base Operators and government (local, state, and federal) agencies at SMF. The Airport Security, Access Control, and Badging Office handles approximately 75 to 100 transactions per day. These transactions include processing new and renewal applications, fingerprinting applicants, administering training and issuing Airport ID Badges.
SMF anticipates continued growth over the next several years, with the badge population expected to exceed 5,900 and the Authorized Signatory population projected to increase to approximately 200–225. This growth will occur due to new concessions, the Centralized Receiving and Distribution Center (CRDC), terminal expansion projects, and other future airport initiatives.
The current process involves paper application forms completed by the badge applicant, then reviewed and signed by the Authorized Signatory (AS). Once received, the Airport Security, Access Control, and Badging Office staff enter the application information into multiple systems that support security background checks, training, financial processing and access control functions.
SMF use Telos/ TSC as their Designated Aviation Channeler (DAC), Cross Match for fingerprint collection, Hirsch Velocity V 3.8.5. Current version of Hirsh by Identiv v 3.8.5, implemented 10/28/2025; AirTera (formally SSi) version is iLsappv-25.04.02-release for the Physical Access Control (PACS) and the Computer Based Training (CBT) training system is SSI V 2.0.0.
