NOTICE TO OFFEROR: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

This is a Combined Synopsis/Solicitation for simplified acquisition of a commodity with installation requirement. This announcement constitutes the only solicitation/notice, responses/quotes are being requested, and further written solicitation will not be issued. This solicitation will be solicited as a 100% Small Business Set-Aside on SAM.gov. The 90th Contracting Squadron is issuing this requirement under FAR Part 13, Simplified Acquisition Procedures. The Government intends to award a Firm Fixed-Price contract. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2026-01 published 13 March 2026 (Revolutionary FAR Overhaul - RFO), and Defense Federal Acquisition Regulation Supplement (DFARS) published 1 Feb 2026. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. It shall demonstrate the ability to provide the required products and services in accordance with the Performance Work Statement (PWS) dated 21 April 2026.

1. Refer to Attachment 1 Performance Work Statement (PWS) dated 21 April 2026 to the above project to include all contract materials and workmanship to be supplied and performed in accordance with existing contract standards, codes, practices and specifications.

2. Company must be registered in SAM.gov and fit the small business size standard of the solicited NAICS. Awardee shall be registered in SAM, no active exclusions, and acceptable supplier risk profile in SPRS module. No Terminations for Cause or Terminations for Default on record for the past 12 months at the time of quotation submission.

3. The site visit is to be determined. Offeror shall request a site visit no later than 11:00 am MT on 03 Jun 2026 via emailing Ms. Megan Evans at megan.evans.3@us.af.mil and Ms. Liezel McIntyre at liezel.mcintyre@us.af.mil. Personnel who requested the site visit will be contacted by Ms. Evans once a date/time is established. Personnel wishing to attend will need to be sponsored on base unless base access is already completed.

4. Questions are due to 90 CONS by 11:00 am MT, on 08 Jun 2026. Submit questions via email only to Ms. Megan Evans at megan.evans.3@us.af.mil and Ms. Liezel McIntyre at liezel.mcintyre@us.af.mil.

5. Attachment 2 Salient Characteristics is to be filled out and acknowledged by the Contractor with their submitted quote. Any quote received without Attachment 2 filled out and signed will be deemed unacceptable.

6. Attachment 3 provides images of the current trailer system.

7. Submit response to this RFQ no later than 11:00 am MT on 10 Jun 2026 by emailing proposals to megan.evans.3@us.af.mil and liezel.mcintyre@us.af.mil. Solicitation responses shall be sent via electronic means only (emailed only; mailed, hand-carried or faxed proposal shall not be accepted). Offers shall have a valid date of 90 calendar days from day of proposal receipt. Late offers shall not be accepted once solicitation has ended.
