Project Description: The Pocono Mountain School District hereby invites the electronic submission of sealed bids for the Pocono Mountain East Transportation Building Alterations project via the “PennBid Program” no later than 2:00 PM prevailing time on Tuesday, April 7, 2026, at which time they will be publicly opened electronically at the School District Administration Building at 135 Pocono Mountain School Road, Swiftwater, PA 18370, with the results made available on the PennBid site.
The Work shall be Bid under the following separate Prime Contracts:
General Construction.
HVAC Construction.
Plumbing Construction.
Electrical Construction.
Project Bid Documents prepared by Breslin Architects, will be available starting Monday, March 9, 2026, at no cost via PennBid at (https://pennbid.bonfirehub.com). Questions regarding this solicitation shall be submitted via the “Ask a Question/Messages” feature within PennBid.
BIDS must be accompanied with all documentation as required by the Instructions to Bidders and PennBid Bid forms. Proposal security shall accompany each proposal submitted in the form of a Bid Bond executed by an acceptable surety company uploaded to PennBid and other required documentation, or a certified check, certified bank treasurer's check or bank cashier's check in an amount equal to 10% of the total amount of the proposal, that is, Base Bid. If a certified check is being used as bid security, the certified check must be delivered to Pocono Mountain School District, prior to the prevailing time and date of the Bid opening, in a sealed opaque envelope marked with the bidder’s name, project name, contract name and bid opening date.
A Pre-Bid Conference will be held at the Pocono Mountain School District Administration Office located at 135 Pocono Mountain School Road, Swiftwater, Pennsylvania, at 10:00 AM prevailing time on Thursday, March 12, 2026. Attendance is not mandatory but is highly recommended. Tours of the site will be available immediately after the Pre-Bid Conference.
This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which has been promulgated by the Secretary of Labor and Industry.
Bidders shall refer to provisions of the Federal and State statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of the public natural resources that affect the project; said statement of provisions being submitted, as part of the specifications, pursuant to Section 3301 of the Pennsylvania Commonwealth Procurement Code, 62 Pa.C.S. § 3301. The Owner reserves the right to accept or reject any or all Proposals or portions thereof.
