I. Introduction
The Bangor City Council recently established a nine-member Advisory Committee on Homelessness
with an initial charge to create a strategic plan for the City’s response to homelessness that is data
driven, evidence informed, and that considers regional and structural coordination.
The Advisory Committee on Homelessness held its inaugural meeting on July 14, 2026, and expects
to complete and deliver the requested strategic plan within 12 months. The Advisory Committee is
expected to meet bi-weekly until the strategic plan is complete and each meeting is expected to be
approximately two hours in length, at a 5:15 pm scheduled start time.
The Advisory Committee is seeking meeting facilitation and strategic planning professional services
to assist the Committee’s Chair and members for a 12-month period. This work will also be supported
by several administrative and professional City staff.
The Advisory Committee articulated the following priority characteristics and selection criteria for a
facilitator:
Level of experience;
Neutrality;
Productivity focus; and
Adept and practiced at facilitating discussions on sensitive topics with a high level of public
interest.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City’s website. By
submitting a response to this solicitation, the Proposer accepts the responsibility for downloading,

reading, and bidding by the terms and conditions set forth in the City’s “General Information for
Vendors.”
In your proposal, please specify whether you currently have, or are in the process of developing, a
domestic violence policy. If you do not have such a policy, let us know if you would like to receive a
copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the proposal Bid Form (page 6) and all materials requested in Section XI.
Qualifications electronically or in an envelope via submission methods listed below. The envelope or
subject line must be clearly marked as "Proposal No. P27-08: Facilitation Services – City of Bangor
Advisory Committee on Homelessness."
Submissions must be received by 2:00 P.M. on Wednesday, July 29, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference “Proposal No. P27-08: Facilitation Services – City of Bangor
Advisory Committee on Homelessness.” Proposals will be publicly opened at the time stated above
in the Paul Bunyan Room (first floor by the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible after
the opening date. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Wednesday, July 22, 2026.
The City will provide a response by 4:30 P.M. on Friday, July 24, 2026. This response will be in the
form of an addendum, accessible on the City's website. Notifications will be sent to those who have
signed up to receive notifications at www.bangormaine.gov/bids through NotifyME. Notifications
will be sent when new addenda are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be received
by the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal,

or requested proposal revision received at the City Purchasing Department after the time and date
specified will be returned to the Proposer unopened or, if by electronic submission, deleted without
being opened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of opening.
All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing.
All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in proposals, or
accept a higher-cost proposal if it is deemed to be in the best interest of the City. The City also
reserves the right to request clarification of any details from the successful Proposer. The evaluation
of proposals and determination of the award will be at the discretion of the City and its judgment
shall be final and without right of recourse by any Proposer.
VIII. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the successful
Proposer.
B. Bid Form and Requirements: The Bid Form (page 6) and all materials requested in Section XI.
Qualifications must be completed and returned with the proposal to be considered
responsive.
C. Required Insurance: Proposers are required to maintain the following insurance policies
throughout the life of the project and name the City of Bangor as an additional insured where
applicable and may be required to provide proof:
1. Worker’s Compensation Insurance
2. Employer’s Liability Insurance
3. Comprehensive Automobile Liability
4. Commercial & General Liability
5. Professional Liability (Errors &
Omissions)

IX. Selection & Award
Staff from the City Manager’s Office will evaluate proposals and select a facilitator, however, the
facilitator is expected to work closely with both City staff and the Chair of the Advisory Committee,
as well as all Committee members during this engagement. As such, the City reserves the right to
request interviews with City staff and/or the Advisory Committee or its Chair prior to making a final
award.
The City reserves the right to reject or accept any or all proposals or waive any formalities,
informalities, or information therein. Selection of the Facilitator will be based upon several factors,
including but not limited to:
The priority characteristics identified by the Advisory Committee:
o Level of experience;
o Neutrality;
o Productivity focus; and
o Adept and practiced at facilitating discussions on sensitive topics with a high level of
public interest.
The content and presentation of the submitted proposal.
The proposed cost of services.
Availability to attend Advisory Committee evening meetings in-person, bi-weekly.
Experience and ability to work in the public sector generally, and specifically with local
governments.
Business history and references.
The education, certification, licenses, experience, and qualifications of the facilitator.
The facilitators’ reputation and standing in the community.
The City reserves the absolute right to narrow the pool of candidates and remove firms from
consideration at any time during the selection process. A firm submitting a proposal will be notified
in writing if it is removed from the candidate pool during the selection process. The City is under no
obligation to select any of the candidates and may choose to begin a new consultant selection
process at any time. Additionally, the City shall retain the absolute right to delay, modify, or abandon
the project at any time in its sole discretion and in accordance with law.
X. Scope of Services
The intended scope of work is to facilitate the work of the Advisory Committee on Homelessness as
they create a strategic plan for the City’s response to homelessness that is data driven, evidence
informed, and that considers regional and structural coordination over the course of a twelve-month
period. The Advisory Committee is expected to meet bi-weekly until the strategic plan is complete
and each meeting is expected to be approximately two hours in length, with a 5:15 pm scheduled
start time. Preparation outside of this two-hour window will be expected and compensated.

It is expected that the facilitator will assist the Advisory Committee and its Chair in crafting agendas
and conducting meetings that lead to prompt, well-informed, and properly vetted decisions and
recommendations for inclusion in the strategic plan.
The facilitator is expected to produce documents and/or templates and tools that track and
memorialize issues identified and prioritized, input received, and decisions made. The facilitator may
also be asked to assist with drafting the strategic plan document.
XI. Qualifications
Facilitators submitting a proposal must have demonstrable prior experience evidencing
qualifications for this role.
The following information must be provided in the proposal in the order stated:
1. Facilitator Information. Provide the individual’s/firm name, address, telephone numbers, and
email addresses of the contact person.
2. Qualifications. Provide information on the individual/firm’s size, history, personnel, special
expertise, and portfolio. Individual resumes, awards, and associations may be included.
3. Special Qualifications. List each individual who is expected to provide services to the Advisory
Committee. Describe who will perform the various tasks, the amount of their involvement
and responsibilities, and give their qualifications, including number of years’ experience,
registrations, education, and a list of the individual’s experience. Briefly describe each
individual’s involvement with other similar projects, if any.
4. Provide a short discussion of why the individual Consultant or the firm is the best qualified to
perform the project. Discuss how the individual Consultant or firm will approach the various
aspects of this project.
5. Provide a writing and document sample to include templates and tools that track issues and
contribute to the strategic plan document.
6. Provide a list of similar projects the individual Consultant or firm has participated in during
the past two years.
7. References. Provide three references from recent projects. Include name, project name,
phone and/or email contact information.
8. Statement of Availability. Provide sufficient information to demonstrate the availability of
proposed staff for the following 12 months, to attend bi-weekly meetings of approximately
two hours in length, with a 5:15 pm scheduled start time.
9. Cost. The Consultant shall provide an estimate of the costs associated with the proposal.
Because the scope of the facilitator’s work remains fluid, the City anticipates receiving costs
as a fully loaded hourly rate.
10. Other Information. If you feel additional information is necessary to support your
qualifications, you may include it at the end of the required information labeled as
“Supporting Data”.
