PART 1
REQUEST FOR PROPOSALS (RFP)
I. PURPOSE OF THE RFP
By way of this Request for Proposals ("RFP"), the South Monterey County Joint Union High School District
("District") seeks proposals from lease-leaseback contractors ("Contractor" or "Firm") to provide lease-
leaseback construction services pursuant to California Education Code section 17406 for:
King City HS New AUX GYM/CTE/Wrestling Building & Parking Lot Project
The new building construction will encompass approximately 18,425 square feet and feature a variety
of specialized spaces. This includes a 7,179-square-foot gymnasium equipped with five-row
retractable bleachers and multiple scoreboards, as well as a 4,857-square-foot wrestling room
designed to accommodate two standard mats and a small locker area.
Additionally, the facility will house three CTE spaces consisting of two 1,075-square-foot classrooms
and a 1,086-square-foot laboratory. The total footprint also accounts for necessary storage, utility
rooms, and restrooms.
Beyond the building construction, the project includes retrofitting the existing parking lot. These site
improvements are intended to accommodate additional parking stalls, a dedicated bus drop-off zone,
and an accessible path to ensure efficient bus ingress and egress.
Greenfield HS New Agriculture Building & Farm Project
The project involves a new 24,000-square-foot Agricultural Education building and all associated site
improvements.
To support a comprehensive curriculum, the facility includes two 1,300-square-foot agricultural science
laboratories, two 1,300-square-foot general classrooms, and a 1,800-square-foot floral lab with walk-in
refrigerated units. The plans also feature a 4,800-square-foot metal shop, a 3,900-square-foot wood
shop, a 1,000-square-foot conference room, and dedicated student and staff restrooms. To ensure full
functionality, the design incorporates support spaces such as janitorial and electrical rooms, along with
dry storage for all instructional areas.
Prior to construction, the existing farm located within the building footprint must be relocated to the
west. This relocation involves grading the hillside to accommodate a new 9,600-square-foot metal barn.
The structure will include a 6,000-square-foot livestock slab with floor drains connected to a new septic
system, and a 3,600-square-foot covered arena with sand and decomposed granite. The project will also
establish new electrical and water infrastructure.
Additional site work for the relocation includes comprehensive grading, the installation of pathways and
access roads, and necessary fencing and lighting.
(collectively, the "Projects"). The District reserves the right to award a single contract to one Contractor for
both Projects, or to award separate contracts for each Project, as determined following the interview and
evaluation process.

IV. QUESTIONS AND CLARIFICATION
All questions shall be submitted in writing via email to Rudy Alejo, Felice Consulting Services, at rudy@felice-
consulting.com no later than 4:00 PM on May 15, 2026. All addenda will be posted on the District's website and
distributed to registered Firms. No oral interpretation shall be binding on the District.
V. PRECONSTRUCTION SERVICES
The successful Contractor shall provide preconstruction services including, but not limited to:
Site evaluation and constructability review at design development and pre-DSA submittal milestones
At least two (2) formal constructability reviews with written reports identifying issues, value engineering
opportunities, and long-lead items
Design and coordination meetings with the Architect of Record and engineers
Development of a master CPM project schedule for each Project
Cost estimating with updates at each design milestone
Construction planning including phasing, staging, site logistics, and means and methods
No work requiring a contractor's license for which DSA approval is required may be performed prior to DSA
approval, in accordance with Education Code section 17406. Final GMP/lump sum pricing shall be presented at a
public Board meeting for approval prior to issuance of Notice to Proceed.
VI. DIR REGISTRATION AND PREVAILING WAGES
All Contractors and subcontractors must be registered with the California Department of Industrial Relations
(DIR) pursuant to Labor Code section 1725.5. Current prevailing wage determinations (DIR Index 2026-1) apply
to projects advertised on or after March 4, 2026. Certified payroll records shall be submitted monthly to the
Labor Commissioner in the format prescribed by DIR, pursuant to Labor Code section 1776 and 1771.4.
VII. SKILLED AND TRAINED WORKFORCE
Pursuant to Education Code section 17407.5 and Public Contract Code sections 2600-2603, the Contractor and
all subcontractors at every tier shall employ a skilled and trained workforce. For work performed on or after
January 1, 2020, at least 60% of skilled journeypersons must be graduates of a DIR-approved apprenticeship
program for the applicable craft, subject to exceptions in Public Contract Code section 2602. Monthly
compliance reports are required by the 5th of each month.
VIII. SUBCONTRACTOR DESIGNATIONS
The District does NOT require designation of subcontractors in proposals. After award, any subcontractor with
a subcontract value exceeding 0.5% of the total construction cost must be awarded through a competitive
process per Education Code section 17406(a)(4). All subcontractors must be DIR-registered and comply with
Labor Code sections 1725.5 and 1771.1.

The District will short-list up to four (4) Firms for interviews. Final best value score combines written proposal
and interview scores. The District reserves the right to waive irregularities and reject any or all proposals.
X. AWARD OF CONTRACT
Award is subject to Board of Trustees approval at a public meeting on or about June 18, 2026. The District
reserves the right to award one contract for both Projects or separate contracts for each Project. The LLB
delivery method is authorized under Education Code section 17406 through July 1, 2027 (extension to 2033
pending under AB 2067, 2026).
