Notice of Request for Proposals (RFP) for
Push Button Annunciator System Project
Contract Number 26P137
The Metropolitan Council is soliciting proposals from qualified annunciator system vendors. This is a
replacement project for the push-button bus arrival annunciator system at a subset of transit stops
and transit centers. Transit stop annunciators provide a clear, audible description of next bus arrival
status to people who are vision-impaired or simply prefer spoken audio information to text display.
Transit stop annunciators are a necessary component of Americans with Disabilities Act (ADA)
compliance for transit stop design. The services will be provided over a three-year period. The intent
of the Council is to award in two phases: Pilot Award and Implementation Award. Note that each
phase may be awarded to multiple vendors.
The anticipated schedule for this procurement is as follows:
RFP Issue Date July 16, 2026
Pre-Proposal Meeting July 24, 2026, at 10:00 AM
Site Visit August 6, 2026, at 9:00 AM
Questions Due August 12, 2026, at 10:00 AM
Proposals Due September 4, 2026, at 5:00 PM
Pilot Phase Award October 2026
Implementation Phase Award October 2027
For the purposes of this contract, there are no Disadvantaged Business Enterprise (DBE), or
Metropolitan Council Underutilized Business (MCUB) goals set for this project. However, the Council
strives to ensure equitable participation of minority, women and underutilized businesses in projects
and procurements, and strongly encourages the inclusion of small businesses in this contract. DBE
