The City and County of San Francisco, acting by and through the San Francisco Public Utilities Commission, is soliciting proposals from qualified firms, teams, or joint ventures, or other qualified business entities to provide Design-Build services for Contract: DB-141, Southeast Water Pollution Control Plant Nutrient Reduction.

The SFPUC has pre-qualified the following firms (“Qualified Candidates”) through a Request for Qualifications (“RFQ”) process. Only these firms, appearing in alphabetical order, are eligible to submit proposals as a Proposer in response to this RFP:

1. Jacobs Project Management Company & PCL Construction, Inc. (Joint Venture)
2. Sundt Corporation, Inc. with Carollo Engineers, Inc. as its Lead Designer

The Southeast Water Pollution Control Plant (SEP) was built in 1952 and is rated to treat 85.4 million gallons per day (MGD) of wastewater from San Francisco during dry weather. In July 2024, the San Francisco Bay Regional Water Quality Control Board (RWQCB) adopted the Nutrient Watershed Permit (NWP) that reduces the amount of nutrients, specifically total inorganic nitrogen, discharged from the SEP into San Francisco Bay. To comply with the NWP for 3,300 kg/d and SFPUC’s commitment of 15 mg/L of total inorganic nitrogen in the effluent, SFPUC will need to upgrade SEP with nutrient reduction treatment within the existing facility (herein referred to as “Project”), within the duration stipulated in the RFP.

The LBE subconsultant requirement for the Design Phase is 10.00% and the LBE subcontracting requirement for the Construction Phase is 13.00%.

SFPUC project staff will conduct a pre-proposal networking conference on September 4, 2025 at 10:00 AM. The conference will be held at the SFPUC Contractor Assistance Center located at 150 Executive Park Blvd, San Francisco, CA 94134. The pre-proposal conference is held to offer information about the Project and the procurement process and answer any questions or requests for clarification on any items in the RFP. All potential Proposers are encouraged to attend.

SFPUC will conduct a site inspection on September 4, 2025 at 1:00 PM at 750 Phelps St. San Francisco, CA. Signs will be posted for location within facility.

Written questions regarding the RFP shall be directed to qbd@sfwater.org no later than 2:00 pm on September 30, 2025.
