Description:

Sealed proposals will be received until 12 o’clock noon on Wednesday, August 12, 2026, by electronic bid only for the Downtown Safety and Streetscape Renovation Project in accordance with the plans and specifications now on file in the office of the Director of Public Service and Safety, City of Troy, Ohio.

The electronic bidding will be handled through the Bid Express service at www.bidexpress.com . Bidder must register, set up to bid, and review each solicitation the bidder intends to bid electronically prior to bidding.

This project consists of reconstructing existing sidewalk and curb along Main Street between the intersections with Cherry Street and Mulberry Street, along Market Street between the intersection with Franklin Street and Water Street and in quadrant spaces; installing curb bumpouts; replacing water mains and services; modifying the circle into a single-lane roundabout with mountable truck apron and right turn slip lanes; updating landscape aesthetics and lighting; and renovating Prouty Plaza.

A Pre-Bid meeting will be held Thursday, July 23, 2026 at 9:00 am at City Hall, 100 South Market Street, Troy, Ohio 45373 in the Basement Floor Conference Room.  This meeting is not mandatory but attendance is encouraged.

All Contractors and Subcontractors involved with the project will, to the extent practical, use Ohio products, materials, services, and labor in the implementation of this project.  Bidders must comply with prevailing wage rates on Public Improvements in Miami County and the City of Troy, Ohio as determined by the Ohio Department of Industrial Relations.

A bid guaranty as follows is required to accompany each proposal as a guarantee that if the proposal is accepted a contract will be entered into:

  1. A bid bond in the amount of 100% of the bid amount, payable to the City of Troy, Ohio, or
  2. A certified check, a cashiers’ check, an Official Bank Check, or a letter of credit in the amount of 10% of the bid amount, payable to the City of Troy, Ohio.

The City of Troy reserves the right to reject any or all bids, to waive any irregularities in the bids when to the advantage of the City and to select the best and lowest bid submitted. The City of Troy, Ohio is in compliance with ADA.
