Clinical Support Program Request for Proposals (RFP)
The Administration for Children's Services ("ACS") is releasing an RFP for its Clinical Support Program. ACS' Child Protective Specialist Teams (CPS) are based in each borough office and respond to over 50,000 suspected cases of abuse and neglect each year. With this RFP, ACS is seeking to contract with providers that can offer clinical staff to provide the City’s CPS Teams access to quality expertise in mental health, intimate partner violence, and substance use. Ultimately, the goal for the providers and the CPS Teams working with the identified families is to increase the capacity of parents and caretakers in complex circumstances to facilitate and enhance the well-being and safety of their children. In addition to improving child welfare case planning and family functioning where substance use, intimate partner violence, and/or mental health challenges exist, the providers with specialized expertise in these areas will enhance training of child welfare staff and facilitate engagement and referrals to necessary follow-up community services. This new program will provide intensive services and, in appropriate circumstances, will involve direct family engagement. Competition Pools There are five (5) Competition Pools:

Proposers that do not meet ALL of the following minimum qualification requirements may be found non-responsive and will not move to evaluation:
Questions regarding this RFP must be transmitted in writing to the Agency Contact Person at the email address listed above. Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature. ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date. Use of PASSPort To respond to this RFP and all other Human/Client Services RFPs, organizations must have an account and an approved HHS Prequalification Application in PASSPort. Proposals and Prequalification Applications will ONLY be accepted through PASSPort.
