Bids will be received via the District’s electronic bidding website, OpenGov, until 1:00 P.M. Official Local Time on Thursday, August 21, 2025, at which time Bids received and sealed in the software platform will be publicly opened and made available to the public for the Southerly Regulators and Relief Sewers (SRRS) Project.
In general, the work shall consist of furnishing all labor, materials, equipment, and incidentals for construction of the following work:
· Sewer trenchless rehabilitation, including heavy cleaning, spot repairs, base slab repairs, sliplining, geopolymer spray-applied liner, and Cured-in-Place-Pipe (CIPP);
· Construction of a temporary access shaft to facilitate sewer rehabilitation efforts;
· Removal of hanging ductile iron pipes within a box culvert;
· Open-cut replacement of combined sewers;
· Construction of new sewers, manholes, and a sanitary lateral connection;
· Collection system improvements, including:

A pre-bid conference has been set for 9:00 A.M. local time on Thursday, July 24, 2025, at the NEORSD’s Environmental and Maintenance Service Center, 4747 East 49th Street, Cuyahoga Heights Ohio, in Conference Room C. This meeting has been set in order to provide all potential Bidders an opportunity to discuss with the Owner all aspects of the Contract Documents for the Southerly Regulators and Relief Sewers project. We will also present an introduction to the District’s electronic bidding website platform. Any changes, additions and/or deletions resulting from this pre-bid conference will be covered in an addendum to the Contract Documents.
Drawings, Specifications, and subsequent addenda will be available for download from a project-specific OpenGov electronic bidding website platform. Prospective bidders will be required to register to obtain an OpenGov account to access these documents. The NEORSD will post the OpenGov link on the NEORSD’s Bids website ( www.neorsd.org/bids) . Prospective bidders are strongly encouraged to frequently monitor the OpenGov website for project updates and addenda. The NEORSD will not be responsible or liable for project addenda that are not received by the bidder due to incorrect or out-of-date contact information.
The NEORSD reserves the right to reject any and all Bids, and to waive any informalities or irregularities in the Bids received. Bidders shall review the Instructions to Bidders and all other contract documents prior to submitting a bid for this project.
The Contract will be subject to the NEORSD policies and goals regarding the use of minority, women, and small business enterprises (MBE/WBE/SBE). These policies are contained in the Contract Specifications. The MBE/WBE/SBE goals for this Contract are 15% MBE/WBE and 5% SBE.
The Estimate of Probable Construction Cost for Southerly Regulators and Relief Sewers project is $15,900,000.00.
For this Project, NEORSD will not award a contract for any bid in excess of twenty percent (20%) above the Estimate of Probable Construction Cost.
All questions regarding any irregularities and/or requests for information related to these bid documents shall be submitted electronically in OpenGov via the Questions and Answers tab of the project. Such inquiries will be answered as soon as is practicable. Any substantive information provided by NEORSD in response to such questions will be distributed as an addendum to the bid documents. The deadline for questions is Tuesday, August 12, 2025, at 5 P.M Official Local Time.
